Governor Andrey Chibis spoke at the final meeting of the Government Board

Governor Andrey Chibis spoke at the final meeting of the board of the Ministry of the Russian Federation for the Development of the Far East and the Arctic, where they talked about work in 2023 and tasks for 2024. The meeting was held in Moscow under the chairmanship of Deputy Prime Minister of the Russian Federation – Plenipotentiary Representative of the President of the Russian Federation in the Far Eastern Federal District Yuri Trutnev and Minister of the Russian Federation for the Development of the Far East and the Arctic Alexei Chekunkov.   
 
The head of the region stressed that with the support of Deputy Prime Minister Yuri Trutnev and together with the Ministry of the Russian Federation for the Development of the Far East and the Arctic, the Murmansk Region Government team has achieved a number of important decisions. This includes the creation of two super-smart business modes. 
  


"The Murmansk Region is a leader in the Arctic in terms of attracted investments, including thanks to the TOP "Capital of the Arctic" and the Arctic zone of the Russian Federation. There are already 257 residents in the Murmansk Region, and over the past 5 years, 1 trillion 200 billion rubles have actually been invested in the Murmansk Region. It is important that labor productivity is also growing with the economy, taking into account new projects, 8,500 jobs have been created," the governor said.  

 


Andrey Chibis noted that preferential regimes allow large-scale projects to be implemented from scratch.  

 


"Today in the Arctic we have become a center of high-tech competencies for the manufacture of LNG plants, a unique production. We are engaged in infrastructure mainline investment projects for our region and the entire Arctic, this is the Murmansk transport hub and gasification. Infrastructure and energy capacities are also being actively built: the Murmansk Region has additionally allocated 2.3 billion rubles to provide electricity to the western shore of the Kola Bay. And we are building a water supply system there for 1.3 billion rubles," the governor noted. This will ensure the needs of the Western Transport and Logistics Hub, the Lavna Sea Trading Port, the Tuloma Sea Terminal, and the Udarnik terminal.  

 


As Andrey Chibis noted, the Murmansk Region is a leader in the implementation of the "Hectare of the Arctic" program: more than 3,000 plots have already been provided, 95 participants have also received a regional subsidy for the construction of a house under the "Your Home in the Arctic" program.  
 
As part of the "Arctic Subsidy", since 2022, the region has received about 3 billion rubles, including they are directed to the design and construction of two multi-apartment rental houses for young professionals, the installation of 37 playgrounds and sports grounds, social facilities.  

"These include additional facilities for recreation: a swimming pool in Severomorsk, a house of culture in Alakurtti, a school in Pechenga. As well as a sports complex with a swimming
pool and a gym and a FOK in Murmansk. These investments allow us to actively change the quality of life in the Arctic zone," the head of the region said.  

 


Andrey Chibis thanked his colleagues for their constructive work and support within the framework of the working group on Arctic development under the Commission of the State Council of the Russian Federation, on the program of renovation of the Arctic, the creation of master plans for the main cities of the Arctic, and also invited them to the International Arctic Forum "Arctic - territory of Dialogue" which will be held in Murmansk in 2025.
