The territory of Advanced Development Zone (ADZ) – part of the territory of the RF constituent entity (subject), on which, in accordance with the decision of the Government of the Russian Federation, a special legal regime of entrepreneurial and other activities is introducted in order to create favorable conditions for attracting investments, ensuring accelerated social and economic development and create favorable conditions for the viability of the population.

Requirements for ADZ residents

  1. ADZ Resident implements a new investment project and must be registered in the city of Kirovsk.
  2. The joint venture must subject to the general regime of taxation.
  3. Minimum number of newly created workplaces shall be not less than 10.
  4. The minimum investment in the first year of the project – 2,5 million rubles.
  5. The share of revenues from sales of products (works, services) of the enterprise to the largest local employer shall not exceed 50%.
  6. The joint venture shall not engage in retail trade and trade in excisable goods.
  7. The joint venture shall not be a subsidiary of the largest local employer, municipal unitary enterprise (MUP), state unitary enterprise, municipal or state agency, and a nonprofit organization
