During the operational meeting, Svetlana Panfilova, Deputy Governor and Minister of Arctic Development and Economy of the Murmansk Region, presented the results of supporting entrepreneurs in the region in 2024.
The involvement of small and medium–sized businesses in the regional economy remains one of the key areas of implementation of the strategic plan "To live in the North". In 2024, the Government of the Murmansk Region continued to implement support measures. Grants and subsidies have been provided for the creation or development of their own business from both the regional and federal budgets, as well as non-financial measures, including within the framework of the national project "Small and Medium-sized Enterprises".
Following the results of the last five-year plan, 164 entrepreneurs received the Governor's Start grant, initiated by the Governor of the Murmansk Region, Andrey Chibis, for a total amount of about 184 million rubles to implement their business ideas through competitive selection. Svetlana Panfilova also provided detailed information about some successful projects implemented by entrepreneurs with the grant funds.
For example, in 2024, an individual entrepreneur from Alexandrovsk implemented a project in Snezhnogorsk to create the Neurum center for neuropsychological diagnostics and correction, where a team of professionals offers services for the harmonious development of children, including classes with a psychologist, speech therapy massage, and art therapy.
In addition, thanks to the grant support, recreation in the region will become more diverse. Russian Russians in the North will now be introduced to tourists and residents of the Severnaya Dacha complex, where they will talk about traditions: black baths, cooking in a Russian oven, show the beauty of wooden architecture made in the author's style, and offer herbal teas from a samovar with treats made from northern berries.
"In 2024, the number of legal entities and individual entrepreneurs reached a value of more than 26 thousand units. In addition, according to the results of the 12 months of last year, there was an increase in the number of self–employed Northerners by more than 33%, which is more than 37 thousand people," Svetlana Panfilova noted.
With the growing number of business entities in the Murmansk Region, the amount of tax deductions is also increasing.
"In 2024, the budget received 42.2% more funds as a result of the simplified taxation system, and deductions from professional income tax increased by 63.6%. In total, more than 295 million rubles were allocated to support small and medium–sized businesses in 2024," Svetlana Panfilova added.
As part of the educational and information support for citizens who want to run a business, entrepreneurs and the self-employed received assistance about 3.8 thousand times in 2024, and 65 entrepreneurs received financial support.
