
Within the framework of the Arkhangelsk forum "Arctic – Regions", a workshop "Cases for attracting investments to the regions of the Arctic zone of the Russian Federation. Exchange of experience and practical resolutions." During the event, representatives of the Corporation for the Development of the Far East and the Arctic, heads of regional investment and development agencies summed up the work of the preferential treatment of the Russian Arctic, shared their experience in attracting investors to the Arctic regions, and discussed topical issues of investment project support.
The experience of investor support in the Murmansk Region was presented by Artem Kuksa, General Director of the Murmansk Region Development Corporation, and Alexander Shutov, Director of KRDV-Murmansk LLC. They told the forum participants that the total number of residents of the AZRF and the TOP "Capital of the Arctic" has already reached 307, and the total amount of investments to be invested in the region's economy by residents will exceed 603 billion rubles, the number of jobs planned to be created is more than 14,5 thousand. Almost half of the planned investments have already been invested in the region's economy.
"Today, the investment portfolio of the Murmansk Region totals about 3.2 trillion rubles, and investments in the region's economy over six years have amounted to more than 1.5 trillion rubles. This growth was facilitated by the launch of two effective preferential regimes at once — the AZRF and the Capital of the Arctic TOP, which have been operating for five years. The Murmansk Region government team, led by Governor Andrey Chibis, actively participated in their development. So, it was on the initiative of Andrey Vladimirovich that it was decided to reduce the "entry threshold" to the Russian Arctic for residents from 10 to 1 million rubles of investment. And this has had a tremendous effect for all Arctic regions. Today, more than 950 companies in Russia already enjoy a unique set of preferences," said Artem Kuksa, CEO of the Murmansk Region Development Corporation.
The first major project within the framework of the TOP "Capital of the Arctic" was the Center for the Construction of large-tonnage offshore structures, said Alexander Shutov. In 2023, the President of Russia personally launched the shipment of the first technological line for the production of liquefied natural gas. Another significant project was the Lavna seaport. Vladimir Putin launched the first shipment of coal during the International Arctic Forum "The Arctic – the Territory of Dialogue" in Murmansk in March.
"The preferential regimes of the Capital of the Arctic TOP and the Arctic Zone of the Russian Federation have become a powerful impetus for the investment growth of the Murmansk region: more than 300 projects, 61 of which have already been implemented, over 270 billion rubles of investments and almost 6,000 new jobs are not just numbers, but real steps towards the prosperity of the region," the director added LLC "KRDV-Murmansk" Alexander Shutov.
In addition, during the meeting, representatives of the companies shared their experience in applying preferential treatment in the implementation of projects.
