In honor of the 11th anniversary of its founding, the Murmansk Region Development Corporation summed up its work in 2024. Over the past year, the investment portfolio of the regional investment development agency has grown by 18%.
To date, the Corporation's employees support projects with a total investment of 668 billion rubles. For comparison, at the end of last year, the Corporation's portfolio amounted to 550 billion rubles. The main focus is on the successful implementation of projects in the field of industry, logistics, tourism and aquaculture. At the same time, not all projects implemented in the region with the support of the Government are accompanied by the Corporation. In the next 10 years, it is planned to implement more than 300 projects in the Murmansk region with a total investment of more than 3.2 trillion rubles. The Development Corporation is also involved in the work to create suitable conditions for their implementation.
"The Murmansk region has unique offers for investors in the field of transport logistics, industry and tourism, but the implementation of projects in the North requires a special approach. Therefore, the creation of an accessible infrastructure for the implementation of investment projects is one of the key tasks facing the investment team. To do this, we are using all available federal instruments, including preferential regimes of the Arctic zone of the Russian Federation and territories of advanced development, and funds from an infrastructure budget loan. With the help of the latter, the necessary communications are now being created for the development of housing construction in Kola and tourism projects in Kirovsk," said Andrey Chibis, Governor of the Murmansk Region.
In addition, the Government of the Murmansk Region, represented by the Corporation, often initiates investment projects itself. In 2024, the regional agency for attracting investments and JSC GTLK formed a special design company to create a ship repair cluster in the region. With the support of the Development Corporation, the location has been determined and comprehensive support is provided for project work.
The number of projects with state participation aimed at the development of youth sports, medicine and education is growing. One of them is the creation of a swimming pool on Kola Avenue in Murmansk. The concession agreement on the construction of the sports complex was concluded at the end of last year and preparatory procedures for construction were underway throughout 2024. At the moment, a contractor has already been identified and a work permit has been obtained.
Most of the accompanied investment projects relate to the tourism sector, such projects occupy 25% of the total pool in the Corporation's portfolio. This year, projects have been taken to support the launch of a point of care for travelers in Teriberka, a snowmobile and tourist base in Murmansk, the construction of a hotel on the shores of the Barents Sea and a recreation center in Polar Dawns. In addition, specialists support a number of new projects in the field of industry: for the construction of a workshop for the production of containers for fish products and an assembly workshop for UAVs. As part of the development of roadside service, gas stations in Kirovsk and Apatity have been launched together with a private investor, and the creation of a long-awaited gas station complex in Teriberka is being completed.
"Absolutely all investment projects are accompanied by employees of the Development Corporation in cooperation with the supervising authorities as part of a unified government team under the leadership of Governor Andrey Chibis," said Artem Kuksa, Director General of the Development Corporation, "At the same time, in the last few years, investors have been interested in projects aimed at developing social infrastructure in populated areas points of the Murmansk region. This is a direct consequence of the course outlined in the strategic plan "To live in the North" until 2030.
Recall that the Murmansk Region Development Corporation is a specialized organization for working with investors on behalf of the Government of the Murmansk region. It was created within the framework of the regional investment standard on December 18, 2013. And for 11 years, together with investors and the Government team, projects such as the construction of a gondola cable car at the Bolshoy Woodyavr ski complex in Kirovsk, the Meteor ice arena in Murmansk and the largest wind farm beyond the Arctic Circle have been successfully implemented. In addition, the Corporation itself acts as an investor in the case of socially important projects.
