Ministry of education of Russia conducts annual competitive selection process for grants from the Federal budget in the form of subsidies to legal entities in the framework of the event "State support of professional education organizations in order to ensure that their material-technical base with modern requirements of the" Federal project "Young professionals" of the national project "Education". Modern workshops are in educational institution on the selected priority group competencies.

A mandatory condition of competitive selection is ensuring that recipients of grant co-financing funds including extra-budgetary sources, i.e., funds of employers in monetary terms (in other forms of co-financing of employers is the cost of the conveying equipment and materials, execution of works, rendering of services) and educational organizations. Thus, the participation of employers in co-financing of projects on establishment of modern workshops increases the chances of participants of the competitive selection for grants from the Federal budget in the form of grants.
Also, investments are needed not only at the stage of creating modern workshops (renovation of premises, purchase of high-tech equipment), but also to ensure its functioning (in particular, for the maintenance of equipment, supplies, etc.).
