The permission to object input in operation represents the document that certifies the execution of the construction, reconstruction of capital construction object in full in accordance with the construction permit, compliance is built, reconstructed object of capital construction, town-planning plan of land plot or in case of building, reconstruction of linear object the project planning area and project surveying the territory, as well as project documentation.

Required documents
- The application for the permission to input of object in operation.
- Documents of title to the land.
- Obtain development plan of land plot or in case of building, reconstruction of linear object the project planning area and project surveying the territory.
- Permission to build.
- The act of acceptance of object of capital construction on the basis of the contract.
- Document contractor about the compliance of the facility with the technical regulations.
- Document Builder (customer) and the contractor (subcontractor) of compliance of the object parameters of the project documentation.
- The certificate on conformity of object of technical terms, as well as the conclusion about conformity of the constructed, reconstructed, repaired object of capital construction to requirements of technical regulations (norms and rules), other normative legal acts and project documentation.
- A diagram showing the location of constructed, reconstructed capital construction object, location, network engineering and technical support within the boundaries of the land and planning organization of the land plot and signed by the person carrying out the building of (a person engaged in the construction and developer or technical customer in case of construction, reconstruction based on the agreement), including in digital form, except construction, reconstruction of a linear object.
- The conclusion of body of state construction supervision (if provided by the implementation of the state construction supervision) on the compliance of built, reconstructed object of capital construction to requirements of technical regulations and project documentation, including requirements for energy efficiency and requirements of equipment of object of capital construction by devices of accounting of used energy resources, the conclusion of the Federal state environmental control in the cases stipulated by part 7 of article 54 of the town planning code.
- The insurance policy certifying the conclusion of the contract of compulsory insurance of civil liability of owner of hazardous facility for causing damage in result of accident at hazardous facility in accordance with the legislation of the Russian Federation on compulsory insurance of civil liability of owner of hazardous facility for inflicting harm as a result of accident on dangerous object.
- The technical plan of object of capital construction prepared in accordance with the Federal law of 24.07.2007 N 221-FZ "On state cadastre of real estate", including in digital form".
