The ranking of Russian regions by level of their public-private partnership (PPP) development is an annual rating designed to assess the effectiveness of region's PPP activities as part of the national rating of investment attractiveness of the constituent entities of the Russian Federation developed by the Agency for Strategic Initiatives.

The “Public-Private Partnership Development in the Constituent Entity of the Russian Federation" score is assigned using the methodology approved by the Ministry of Economic Development of the Russian Federation based on the scores of its elements:

  • PPP institutional environment development;
  • regulatory and legal support of PPP;
  • experience in implementing PPP projects.

In 2021, the Murmansk Region jumped 19 positions in the ranking. Among 85 Russian regions, the Murmansk Region was ranked 4th.
