Andrey Chibis, Governor of the Murmansk Region, and Maxim Shaskolsky, Head of the Federal Antimonopoly Service of Russia, signed an agreement on cooperation. The document is aimed at developing a competitive environment in the region and supporting small and medium-sized businesses. The ceremony took place within the framework of the interregional seminar-meeting of the territorial bodies of the service, which is taking place in Murmansk today.
The document will make it possible to increase the effectiveness of efforts to promote competition, stabilize prices on commodity markets and protect the rights of entrepreneurs in the region.
During the bilateral meeting, the head of the region, Andrey Chibis, noted the effective cooperation with the department, and also said that the Murmansk region took the first place in the ranking in terms of competition in procurement by the end of 2025.
"We are implementing large investment projects that are important for the whole country, and complex facilities are being created. Of course, many of them require almost manual maintenance. In order for the projects to take place, my colleagues and I try to find a legal form and a reasonable solution within the framework of fulfilling government tasks and strictly in accordance with the legislation of the Russian Federation. On the one hand, thanks to the transparent conditions that we try to maintain, as well as the structuring of projects, we manage to ensure the growth of investments in the real sector of the economy, despite the current restrictions. From the point of view of competition development in the region, there were also very high ratings today. New companies are appearing and developing on our market, including in the road and construction sectors. Local companies are becoming professional teams. I hope we will continue to move like this," said Andrey Chibis and thanked Maxim Shaskolsky for the cooperation.
During the working meeting, Maxim Shaskolsky, Head of the Federal Antimonopoly Service of Russia, noted the fruitful cooperation of the Regional Government with the Murmansk Federal Antimonopoly Service and the high performance of the National Competition Development Plan 2021-2025 in the region. The meeting participants also noted that the approval of the action plan ("roadmap") to promote competition for 2026-2030 was an important stage in supporting entrepreneurial initiatives and improving the quality of goods and services for residents.
"We signed the first agreement in 2018, and today we have updated it to reflect the new economic realities. We have good cooperation, we are constantly working with the Murmansk region both in the Central Office of Russia and at the level of territorial administration. Issues related to the protection of entrepreneurship, the development of competition, and government procurement are being successfully resolved, so this work will continue," Maxim Shaskolsky emphasized.
