Andrey Chibis on the results of the meeting of the Presidium of the State Council

President Vladimir Putin held a meeting of the Presidium of the State Council "On the development of industry under sanctions pressure" via video link. The event was attended by the Governor of the Murmansk region Andrey Chibis.

Opening the meeting, the Head of state noted Russia's successes already achieved within the framework of sanctions pressure. The country has increased production, as well as established new export ties, but, Vladimir Putin stressed, along with priority measures to replace imported technologies and products, medium- and long-term transformations aimed at strategic goals of the country's sovereign development are needed.

The list of the meeting of the Presidium of the State Council includes decisions that were worked out yesterday at a seminar-meeting with the participation of experts, specialists of the federal government and heads of regions of the country. Among other things, Governor Andrey Chibis participated in the development of solutions.

The initiatives concerned financial support for industrial enterprises, stimulating demand for Russian products, staffing, logistics, exports, as well as using the results of scientific research and design developments in the interests of domestic industry.


"The initiatives and measures developed yesterday during the seminar-meeting received a positive reaction from President Vladimir Putin. And we hope that these proposals will give an additional impetus to the development of our industry," Governor Andrey Chibis commented on the meeting of the presidium.


The head of the region stressed that in the Murmansk region there are two unique preferential regimes, such as the TOP "Capital of the Arctic" and the AZ of the Russian Federation, as well as low taxes, which are established by regional legislation for small and medium-sized businesses.


"Today our investment climate is one of the most advanced and promising in the country. With the support of the President, major projects are being implemented in the Kola Arctic, such as the Murmansk Transport Hub, which will increase the volume of transshipment in the ice-free waters of the Kola Bay, as well as new projects related to the modernization of production and expansion of mining and processing plants in the region, and, of course, gasification of the Murmansk region, which we are currently working on," – said Andrey Chibis.


At the meeting of the Presidium, special attention was paid to the training of engineering specialists. Governor Andrey Chibis noted that the region has a good experience of interaction with industrial enterprises in terms of training the required specialists. Thus, professional NOVATEK, PhosAgro and Norilsk Nickel classes have been opened in the schools of the region, and industrial enterprises have also established partnership with colleges.


"Of course, we are interested in ensuring that as many of our students as possible receive the profession that is in demand in the region. The set of decisions that we expect following the meeting of the Presidium of the State Council will allow us to develop our industry and economy even more actively in order to improve the quality of life of Northerners," Andrey Chibis summed up.


At the meeting, Vladimir Putin stressed that the main task facing the country now is to achieve sustainable industrial growth. Russia has been able to concentrate resources and efforts to ensure the sustainability of the economy. Systemic incentive measures are needed for growth and stable development. Following the meeting of the Presidium of the State Council, the President instructed the Government to ensure the implementation of all planned decisions and launch the appropriate tools in the near future.
