Gubernatorial Start: the grant program for business in the Murmansk region expands opportunities

In 2026, the conditions of the Gubernatorial Start grant support program for entrepreneurs are being updated. The changes will expand the list of priority areas and add new opportunities for using funds. The draft of the relevant resolution has already been published on the Open Electronic Region portal.

One of the key innovations is the ability to send a grant for the purchase of a franchise. This will allow entrepreneurs to launch businesses using proven models, reducing initial risks and accelerating payback.

In addition, the amount of grant support will be differentiated by areas.  Thus, up to 2 million rubles will be available for projects in the tourism industry, initiatives to increase the birth rate and increase the population, as well as for projects to introduce innovations and commercialize scientific developments. A grant of up to 1 million rubles is provided for the development of regional brands, their promotion and scaling, and the formation of the image of the Murmansk Region.

The previous priority categories, fixed in the governor's plan "To live in the North!", are also preserved. Catering enterprises (cafes, canteens, coffee shops), social and consumer services centers, creative spaces and coworking spaces can still apply for a grant of 2 million rubles. 

The Governor's Start program is implemented within the framework of the governor's plan "Live in the North!" and remains a key tool for supporting business in the region. The program provides financial support for the launch and development of new business projects in the Murmansk region. Over six years, more than 190 entrepreneurs have received such support in the amount of about 232 million rubles.
