In Murmansk, a new residential complex will be built in the area of Skalnaya and Maklakova streets: the agreement was signed by Governor Andrei Chibis and Denis Lebedev, shareholder and managing director for development and GR at GloraX.

The Murmansk Region government signed a cooperation agreement with the federal developer GloraX. The company will build a residential complex in the area of Skalnaya and Maklakova streets.

The new residential complex will occupy an area of 10 hectares. The project предусматривает the construction of nine modern multi‑storey buildings with a total apartment area of over 104,000 square metres. The declared volume of private investment will exceed 17 billion rubles, and construction work is planned to be completed by December 2034.

“One of the key tasks of the regional government is to provide residents of the north with modern and, above all, affordable housing. The new project involves 100,000 square meters in a beautiful location, at the entrance to the city, near the lake. It will truly please everyone who decides to live there. For our part, we are assuming additional obligations regarding infrastructure to ensure the successful implementation of this project,” Governor Andrei Chibis emphasized.

In addition to housing construction, the investor assumes additional social and infrastructure obligations amounting to at least 1% of the total funding. This list includes comprehensive landscaping and the creation of a comfortable passage with a turning area leading to the “Church of All Saints” temple complex on Skalnaya Street.

“We are pleased to cooperate with the Government of the Murmansk Region and are grateful to Governor Andrei Chibis for the systemic support that makes such projects possible. Our goal is to scale up the GloraX line and show the region a new type of housing.” In addition to construction, we are taking on the improvement of the surrounding area so that the new microdistrict becomes truly comfortable for future residents,” said Denis Lebedev, shareholder and Managing Director for Development and GR at GloraX.

GloraX continues to systematically expand its presence in the Murmansk Region. It should be recalled that, through an authorized developer, the company is already implementing a major housing construction project on Morskaya Street, with an investment volume of 14.6 billion rubles. It is planned to create 24 block sections with a total residential area of over 106,000 square meters, as well as to improve the park area while preserving its recreational value. On October 7, developer GloraX received permission to build the second phase of the “Kolyv” project. The residential area of the houses in the second phase will amount to 31,800 square meters.

The development of housing construction is one of the priority areas of the “Live in the North!” program. For the first time since the USSR, residential neighborhoods are being built in the Murmansk Region. Currently, 24 apartment buildings are under construction in the region. The plan for the commissioning of housing in 2025 has been met by 181%.

The high demand for housing in the region is supported by the “Own Home in the Arctic”, “Family Mortgage” and “Far Eastern Mortgage” programs, the terms of which were extended to the regions of Russia’s Arctic zone at the initiative of President Vladimir Putin. So far, 2,924 families have taken advantage of the Arctic mortgage, and another 518 families have used the family mortgage.
