The Aquilon Group is investing more than 40 billion rubles in the construction of new housing in Murmansk

The prospects for the construction of new housing were discussed during a working meeting between the Governor of the Murmansk Region, Andrei Chibis, and the Chairman of the Board of Aquilon Group, Alexander Frolov.

It should be recalled that in November of last year, Aquilon Group signed an agreement for the integrated development of the territory in the Leninsky District of Murmansk. The plot, covering an area of 16.4 hectares, is located on Verkhne‑Rostinskoye Highway. Under the KRT agreement, the developer will build 127,000 square meters of housing for 4,200 people, construct and transfer to the municipality a kindergarten with 150 places, and also design a school building with 460 places. The master plan includes walking areas, a park, and public gardens. It is also planned to create children’s and sports playgrounds, as well as to carry out comprehensive landscaping and greening.

“Our agenda includes the implementation of projects that we will be starting in the near future. Therefore, it is important to discuss where we stand and what kind of assistance is needed. The number of housing projects in the Murmansk region is growing. Of course, this makes us very happy. And we will do everything we can to ensure that consumer demand does not decline. Arctic mortgages, as practice shows, are working, and we expect everything to go according to plan,” said Andrei Chibis.

To further develop the territory, Aquilon Group acquired an adjacent plot of land with an area of 3.4 hectares, where it is planned to build another 30,000 sq. m of housing. The total investment under the CRT will amount to 13.7 billion rubles, and the implementation period will be 10 years.

In addition, in July of this year, Andrei Chibis and Alexander Frolov signed a cooperation agreement between the region and the federal developer. The document provides for the implementation of a large‑scale investment project in the Pervomaisky district of Murmansk on Shabalin Street. On a plot of land measuring 6.4 hectares, the developer will build approximately 74,000 sq. m of new housing. The total investment in the project by the Aquilon Group will amount to 10.4 billion rubles. Currently, the process of obtaining a construction permit is underway. It is planned to begin organizing the construction site in 2026.

As Alexander Frolov noted at the meeting, the Aquilon Group was established in Arkhangelsk and has been operating in the Arctic zone of the Russian Federation for more than 20 years. The federal developer has extensive experience in constructing facilities under extreme weather conditions and on challenging soils.

"We are transferring this experience to Murmansk, adapting it to local conditions. In particular, the energy-efficient thermal insulation technology Termo-S is used, which meets the requirements of the northern regions. Together with the implementation of the inHome 3.0 home management system, this will reduce heat loss in apartments by 50%. The key factor ensuring the sustainability of projects remains preferential Arctic mortgages at 2%. This tool directly affects demand and allows developers to plan large projects without the risk of freezing or shortage of buyers. We plan to consistently increase the volume of new housing construction in the region. Thanks to the efforts of the Murmansk Region government and personally Governor Andrei Chibis, favorable conditions have been created in the region for investing in the housing construction sector,” Alexander Frolov emphasized.

The company is also building a portfolio of land plots for the future. For two projects, the territories have already been leased. Negotiations are underway for several more locations. The total volume of new construction may exceed 400,000 sq. m, and the volume of attracted investments will be more than 40 billion rubles.
