A delegation from the People's Republic of China visited the Kola Peninsula. It included leading representatives of Chinese business, among whom were major infrastructure companies specializing in the construction of industrial and transport and logistics infrastructure, operators providing international transportation services, manufacturing enterprises, telecommunications, trade and technology companies, as well as automotive corporations. A special place is occupied by the Union of Chinese Entrepreneurs in Russia, which acts as a coordinator of business cooperation between Chinese and Russian businesses.
The central event of the visit to the Murmansk Region by guests from the PRC was the solemn ceremony to welcome the vessel of the NewNew Shipping Line company, which took place on August 20 at the Murmansk Sea Commercial Port. Also, as part of the business mission, members of the delegation visited the region’s port infrastructure facilities, including the new sea commercial port “Lavna,” and sites in Murmansk and the surrounding area where industrial, logistics, and tourism projects can be implemented. The delegation also inspected the territory of a future industrial park being established near the regional center.
Today, a business dialogue was held for representatives of more than 50 companies, organized by JSC “Murmansk Region Development Corporation” with the support of the Ministry of Development of the Arctic and the Economy of the Murmansk Region.
The participants discussed the possibilities for implementing joint projects, support measures for investors, and mechanisms for project support based on the “single window” principle.
“The first container voyage is a landmark event for both Russian and Chinese businesses. This opens up new opportunities for entrepreneurs and creates the basis for expanding business cooperation. Our common task is to fill these prospects with concrete projects and build an effective dialogue.” The Murmansk Region Development Corporation is ready to provide comprehensive support for investment projects on a “one‑stop” basis — from consulting support and selection of state support measures to coordinating interaction with government bodies and financial institutions. Our task is to create the most understandable and comfortable conditions for investors to implement projects in the region. We are open to cooperation and ready to provide comprehensive support at every stage,” said Elena Nesterovich, General Director of JSC “Murmansk Region Development Corporation,” as she opened the business meeting.
“We are glad to welcome the distinguished guests to the final meeting.” Over these days, our colleagues from China have learned a lot of new and interesting things about the Murmansk Region and its potential. I’m sure that ahead of us lie joint projects in industry, the creation of new infrastructure, the development of tourism, and the growth of trade turnover. Our task is to provide entrepreneurs from both countries with clear and convenient mechanisms for working: from selecting sites to supporting investment projects. And we are already taking the first steps in this direction,” said Artem Kuksa, First Deputy Minister for the Development of the Arctic and the Economy of the Murmansk Region.
The participants were also addressed by Ke Jin, CEO of NewNew Shipping Line; Tatyana Fedorey, Vice President of the Murmansk Region Chamber of Commerce and Industry; and Dmitry Ogurtsov, Director of the Foreign Trade Center of the Russian‑Chinese Commerce Guild.
Special attention at the meeting was paid to the development of the Northern Sea Route as part of the “Ice Silk Road.” Representatives of Chinese companies expressed interest in organizing container shipments through the Murmansk port, developing shipbuilding, and modernizing port infrastructure.
Today, the Murmansk Region is a region with strong foreign economic ties and stable export positions in global markets. The results speak for themselves: in 2025, 164 enterprises in the region traded with 48 countries, and the physical volume of exports increased by 22.2%.
“China remains our key partner — its share in the region’s foreign trade is 41%.” This is a direct consequence of the systematic work of the regional government under the leadership of Governor Andrei Vladimirovich Chibis — we have not only significantly increased trade with China but also attracted the interest of partners from India and South Korea. Our goal is to secure the status of a key Arctic logistics hub for the Kola Peninsula: to make the region convenient and profitable for business, and a reliable partner for foreign colleagues,” said Svetlana Panfilova, Deputy Governor and Minister for the Development of the Arctic and the Economy of the Murmansk Region.
