
A business meeting was held in Moscow between Andrey Chibis, Governor of the Murmansk Region, and Fan Yuxin, Chairman of the Chinese shipping company New New Shipping Line, and Ke Jin, CEO.
It resulted in the signing of an agreement of intent, which opens up new prospects for the development of container cargo transportation through the port of Murmansk.
This step was a continuation of the negotiations, during which the parties discussed in detail the unique logistical potential of Murmansk as an ice-free port and a key hub in the Arctic. The signed document specifies the areas of partnership and focuses on two main tasks: the organization of regular container transportation and the implementation of joint projects to develop port infrastructure to increase cargo turnover.
To achieve these goals, the Government of the Murmansk Region undertakes obligations to create the necessary conditions for the smooth operation of cargo flows. In addition, the region will provide comprehensive project support in all government agencies and resource supply organizations.
"I'm sure: This cooperation will not only give a new impetus to the development of the port of Murmansk, but also strengthen the role of the Transarctic Transport Corridor, including the Northern Sea Route, as a key route for international trade and economic cooperation between the countries," said Governor Andrey Chibis.
For its part, New New Shipping Line confirmed its readiness to ensure regular calls of its ships at the port of Murmansk and actively promote its capabilities for container shipping.

New New Shipping Line is a Chinese container shipping company that has been active in the Arctic since 2023. In June 2025, it became known about the creation of a joint venture between New New Shipping Line and Rosatom State Corporation to build container ships for the Northern Sea Route.
