The Competition Policy Committee of the Murmansk Region, together with the Regional Development Corporation, is starting to work out investment initiatives that can be implemented in the region in the format of offset contracts.
The conclusion of offset contracts is one of the mechanisms for long-term investor support and contributes to more effective attraction of private investment due to additional guarantees from the state: when the region becomes one of the customers of products produced during the implementation of a new investment project. For an investor, an offset contract can become a risk mitigation tool: if the terms of the agreement are fulfilled, they receive a long-term order for their products or services, which allows them to predict capacity utilization and return on investment.
An important condition for projects implemented using offset contracts is the minimum investment threshold of 100 million rubles and the duration of the contract is no more than 10 years.
At this stage, the Development Corporation is exploring the potential for launching offset agreements in a number of areas: laundry, ironing and linen rental services for government agencies (for example, medical organizations), provision of aircraft for rent for government needs, comprehensive catering in government institutions.
