The real estate forum "Movement" is taking place in Sochi on June 25-27. Olga Vovk, Deputy Governor of the Murmansk Region, took part in the strategic session "Urban Planning Policy and Infrastructure Menu: what is important for a developer to know", in which urban planning leaders from all over the country, chief architects of cities, government and business representatives discussed the development vectors of the industry. The Vice Governor's report was devoted to the topic of attracting investors to the Arctic.


"A few years ago, large developers were wary of the Murmansk Region. There was a stereotype that building housing here was expensive and not for anyone. However, thanks to Governor Andrey Chibis, this situation has been turned around. So, now 20 houses are being built in the region at the same time, and about 80% of the apartments in them will be for sale. Over the past two years, such large developers as Aeroplane, TSD and Glorax have entered the Murmansk Region, and just last week, as part of SPIEF 2025, we signed a cooperation agreement with Etalon," said Olga Vovk.


As the Vice Governor explained, the main tool for attracting investors was the launch of the Arctic Mortgage program at 2%, which was initiated by the Governor of the Murmansk Region, Andrey Chibis, and supported by the President of the Russian Federation, Vladimir Putin.


"We have already issued more than 1,000 such concessional loans, which clearly indicates the demand for housing in the region. Another important incentive for developers was the special preferential treatment that exists in the region. First of all, of course, we are talking about the opportunity to become a resident of the Russian Arctic. We have also simplified the procedure for obtaining land plots and provide them with infrastructure," Olga Vovk explained.


It is planned to build about 1 million square meters in the Murmansk Region in the next 10 years. housing construction, including within the framework of the strategic plan "Live in the North!" and master plans, the development of which for the main settlements of the AZRF was proposed by Governor Andrey Chibis and was carried out on behalf of President Vladimir Putin.


During the session at the Movement forum, urban planning tools for supporting development projects, principles of formation and key conditions of the infrastructure menu, mechanisms of state support and benefits for investors, developers, opportunities and prospects for digitalization of the urban industry were discussed.


The event was also attended by Olga Ivannikova, Deputy Chairman of the Government of the Primorsky Territory, Sergey Morozov, Deputy Governor of the Nizhny Novgorod Region, Artem Pavlyuchenko, Adviser to the Mayor of Tyumen, Dmitry Selivokhin, Chief Architect of the Sibir Center for Strategic Development, and Anton Glushkov, Minister and Chief Architect of the Primorsky Territory.
