The Governor held a meeting with participants of the Muravyov-Amursky 2030 management training program

Cadets of the fourth stream of the Muravyov-Amursky 2030 management training program for the Far East and the Arctic have arrived in the Murmansk Region. They get to know the region and its management team. Today, the program participants met with Governor Andrey Chibis in the Murmansk Region SDG.  
 
It should be recalled that the expansion of the Muravyov-Amursky 2030 program to the territory of the Arctic zone of the Russian Federation is an instruction from Russian President Vladimir Putin, which was announced following his meeting with graduates and cadets of the program in June 2024. 
 
Opening the meeting, Governor Andrey Chibis stressed that the future of the country is being created in the Arctic today. And the Murmansk region is the center of new industrialization. And it is in dire need of highly qualified personnel. 

 

"The active development of the Arctic zone, the development of the Trans-Arctic Transport Corridor, which includes the Northern Sea Route, are the tasks that Russian President Vladimir Vladimirovich Putin set for us within the framework of the International Arctic Forum. And, of course, all areas related to logistics, economics, and the social sphere need people. We need bold, active, strong and competent managers in order to develop the Arctic," said Andrey Chibis. 
 

The governor stressed that the region has formed the top 20 areas that will form the basis of Arctic personnel policy in the coming years: power engineers, shipbuilders, builders, geologists, engineers, biologists, environmentalists, IT specialists, designers, chemists, metallurgists, doctors, teachers, designers, managers, robotics specialists and others.. 
 
The head of the region spoke about the development of new production facilities in the Kola Arctic, the infrastructure of the Northern Sea Route, gasification, which will radically change the industrial structure of the region, as well as the renovation program, which is a unique and successful experience of the Murmansk region in improving the social and communal infrastructure of the northernmost Arctic part of the country, the main goal of which is to improve the standard and quality of life of residents. closed cities, primarily military personnel and their families. 
 
Vice-Governor Olga Vovk spoke about the dissemination of the experience of creating master plans for the Far Eastern Federal District to the Arctic regions, the very concept of master planning, the work already done on the development of master plans for the Murmansk, Monchegorsk and Apatitsko-Kirov agglomerations, as well as their relationship with the plan "In the North – live!". It should be noted that the master plans of the main settlements of the Murmansk region were supported by President Vladimir Putin. 
 
The participants also got acquainted with the investment and tourism potential of the region, social projects, and the "Heading North" personnel support program for those moving to the region, which was launched on behalf of Governor Andrey Chibis in 2023. 

 

"An interesting and useful meeting. The participants came to us from different parts of our country, all have a certain life and professional experience – they are very lively people, their eyes are burning. We will be happy to hire you in the North," the governor said after the meeting. 
 

62 cadets were enrolled in the fourth stream of the program.  
 
"One of the key areas of the program is academic, where we talk in general about the specifics of the civil service, national projects, budget management and much more. The priority element of the program is project activity. As part of its implementation, eight projects have been announced from the regions of the Far East and the Arctic. Each of the projects highlights a key issue facing the region. During the year, the program participants develop initiatives, then defend them before the Minister of the Russian Federation for the Development of the Far East and the Arctic, Alexei Olegovich Chekunkov. Then our graduates join the regions to implement projects," said Ksenia Kishkareva, head of the Muravyov–Amursky 2030 program.

During the visit to the region, the cadets will visit the largest industrial facilities in the region, transport enterprises, medical and educational institutions, and will also visit Severomorsk and Monchegorsk.

The Muravyov-Amursky program is focused on training highly qualified specialists for effective work in the field of public administration and socio-economic development of the Far Eastern Federal District and the Arctic zone of the Russian Federation. 
 
The program was launched in 2022 by the Ministry of Regional Development of Russia and the Corporation for the Development of the Far East and the Arctic in partnership with the Skolkovo School of Management and the Far Eastern Federal University. The Mentor Council is headed by Alexey Chekunkov, Minister of the Russian Federation for the Development of the Far East and the Arctic. 
 
Graduates of the program hold positions of ministers and deputy ministers of regional governments, deputy heads of municipalities, head development institutions and head Priority 2030 offices in leading Far Eastern universities.
