Within the framework of the St. Petersburg International Economic Forum, an agreement was signed on the creation of an industrial cluster for the development, production, testing and implementation of unmanned systems and countermeasures. The document was signed by representatives of the executive authorities of the Murmansk, Leningrad, Arkhangelsk and Kaliningrad regions, St. Petersburg, the Republic of Karelia and the autonomous non-profit organization Federal Center for Unmanned Aircraft Systems (FC BAS).
Through joint efforts, the parties plan to create testing grounds and develop the UAS market in the country. The specialists of FC BAS help to establish interaction between developers, manufacturers and customers, and also form uniform standards for technology implementation, thanks to which solutions are used in various sectors of the economy – from logistics to agriculture.
"Joining the industrial cluster is an important stage in the consistent development of the unmanned systems industry in the region, which is carried out in accordance with the instructions of the President of the Russian Federation and the national program "Live in the North!". We are part of a cluster with our own base: more than 20 UAS operator training centers have already been established in the region for schoolchildren and students, and the Murmansk Construction College named after N. E. Momot trains professionals specializing in UAS Operation. Moreover, we plan to open specialized laboratories on the basis of UIA. Our goal is to create a full–fledged research and production center in the Murmansk Region, which will provide the region with a staff of professional pilots and technicians and create new jobs. For us, this is not only a matter of technological sovereignty, but also of the competitiveness of the region," said Svetlana Panfilova, Deputy Governor and Minister of Arctic Development and Economy.
"The interregional industrial cluster opens up new opportunities for combining competencies in the field of unmanned systems. Talented teams are working all over Russia – UAS developers, manufacturers and operators show impressive results and confirm their high professionalism in practice. Our goal is to create a unified network of cooperation. We aim to actively share technologies and successful solutions, and to launch joint initiatives. It is also important to increase the level of localization of production. The signed declaration is the foundation of systematic work. It will help develop the industry and distribute proven solutions throughout the country," said Maxim Avdeev, CEO of the Federal Center for Unmanned Aircraft Systems.

The Federal Center for Unmanned Aircraft Systems sets the pace for the development of the industry across the country. As part of its activities, FC BAS, as the flagship research and production center (NPC), performs a coordinating role and actively participates in the creation of a regional network of NPC, which form the technological basis of the industry.
Today, there are 30 such centers in Russia, including in St. Petersburg and Nizhny Novgorod. By 2030, their number is planned to increase to 48. Thanks to this, innovative solutions move faster from development to implementation and become available throughout the country.
