The Government of the Murmansk Region, Cosmos Hotel Group, M9 Development Group of companies, and the Roscongress Foundation's investment platform, RK-Investments Fund, signed a cooperation agreement on the implementation of three investment projects in the region. The relevant document was signed at the St. Petersburg International Economic Forum.
The document was signed by Andrey Chibis, Head of the region, Alexander Biba, President of Cosmos Hotel Group, Maxim Morozov, Chairman of the Board of Directors of M9 Development, and Alexander Shatirov, Director of the RK-Investments Fund.
The agreement provides for the implementation of three investment projects for the construction of hotel facilities with a total investment of more than 11 billion rubles. The investor and developer of the facilities will be the M9 Development company with the support of the RK-Investments Fund. Cosmos Hotel Group will take over the complex management of hotels in accordance with the standards of the federal network.
The first facility will be a business center and a five–star hotel complex with 200 rooms in Murmansk, the second will be a four-star hotel with 120 rooms in Kirovsk, next to the Bolshoy Woodyavr ski resort, and the third hotel with 130 rooms of the four-star category will appear on the territory of the Teriberka tourist and recreational cluster. It is planned to complete the construction of the facilities by 2030. According to preliminary estimates, the construction of three new hotels will create about 600 new jobs in the region.
"The Murmansk Region is one of the most sought–after tourist destinations in the country today. In 2025 alone, about 800,000 guests came to us, and since 2019, over 4 million people have visited the region. Over the past 10 years, the tourist flow has grown two and a half times. Our task is not just to receive a growing number of guests, but to create a high–quality infrastructure for them and systematically develop competencies in the field of hospitality. As part of the signed agreements, our partners, Cosmos Hotel Group and the development company M9 Development, plan to create new accommodations. From an economic point of view, such projects have a tremendous effect. The hospitality industry creates jobs not only in the hotels themselves, but also in transport, catering, trade and sightseeing. The figures speak for themselves: over the past 7 years, visitor spending has amounted to more than 97 billion rubles, and from 2020 to 2024, 2 billion rubles of tax revenue have returned to the regional budget. This is an important driver of economic development in our region," said Andrey Chibis, Governor of the Murmansk Region.
"As part of the agreement signed at the St. Petersburg International Economic Forum, the company intends to implement three tourism projects in the Murmansk Region. Their construction will cover the demand for high–quality hotel and office space, compensate for the shortage of rooms during the high season and contribute to the development of year-round tourism in the Arctic," said Maxim Morozov, Chairman of the Board of Directors of M9 Development.
"For us, participation in the implementation of three hotel facilities is not only a landmark project, but also an important stage for the development of tourism infrastructure in the Murmansk region. A steadily growing tourist flow has already been firmly established in the region, event tourism, business tourism, and ski holidays are actively developing, and the number of foreign visitors is growing every year. In addition, the creation of new hotels in the iconic locations of Teriberka and Kirovsk will become a new point of attraction and will attract additional tourist traffic, as well as contribute to the economic growth of the cities," commented Alexander Biba, President of Cosmos Hotel Group.
The first project involves the construction of a multifunctional complex in Murmansk, including a five-star hotel with about 200 rooms and a modern business center. The decision to implement the project is due to the active development of the city: Murmansk is one of the mainstay settlements of the Arctic zone of Russia, participates in the implementation of major infrastructure initiatives related to the development of the Transarctic transport corridor, and also attracts large businesses. In these conditions, the demand for high-quality hotel and office space is growing. The necessary documentation is currently being prepared for the further implementation of the project.
The second project provides for the creation of a 4-star hotel in Kirovsk. An existing property is being considered for sale, which will be reconstructed and adapted to a modern 120-room hotel complex. The project will be located in close proximity to the ski infrastructure, which makes it in demand for both tourists and outdoor enthusiasts. Today, Kirovsk is in need of high-quality rooms, especially during the high season, so the appearance of a new hotel facility will be an important step for the development of the city's tourist infrastructure.
The third project is the creation of a country resort in Teriberka, one of the most famous tourist destinations in the Murmansk region. A land plot is being considered for implementation, on which it is planned to build a complex resort with a total capacity of more than 130 rooms. The project will include the main hotel building, as well as various accommodation formats, including detached cottages and chalets. The project is focused on the development of year-round tourism and the creation of modern infrastructure for recreation in the Arctic.
In addition, Cosmos Hotel Group will renovate its existing hotel in Murmansk. The renewal of the existing number of rooms is provided for by another bilateral agreement between the Government of the Murmansk Region and the company. It was also signed by the head of the region at SPIEF 2026.
