As part of SPIEF 2026, GloraX entered into an agreement with the Government of the Murmansk Region. The document provides for cooperation on defining a concept for the development of the territory in the area of Trade Union Street in Murmansk. The federal developer GloraX intends to implement another project – to build a 10‑storey residential complex. The volume of investments is estimated at at least 1 billion rubles. The investor also plans to donate 300 sq. m. a region for social tasks.
The parties intend to work out approaches to the development of the territory, including issues of residential development, social, road and engineering infrastructure, as well as increasing the attractiveness of the urban environment and housing affordability for various categories of citizens.
"The fact that such a large federal developer as GloraX is expanding its presence in the region is the best indicator of the excellent conditions we have created for the development of construction. We are already successfully implementing a large-scale integrated development project in the Valley of Comfort, an agreement on which was signed at the SPIEF last year. Today we are consolidating a new partnership.: This is an additional 1 billion rubles of private investment in the construction of a modern apartment building. I have already noted that despite certain difficulties in the construction industry throughout Russia, the volume of housing starts in the Murmansk region is steadily growing. In the last 7 years alone, this figure has increased by more than 3 times. The preferential "Arctic mortgage" at 2% plays a huge role in this. The new agreement will help us further increase the pace of construction, providing Northerners with comfortable housing," said Andrey Chibis, Governor of the Murmansk Region.
The parameters of a possible project will be determined based on the results of the concept development and further interaction between the parties.
