In Murmansk, at the Regional Management Center, investment officers and employees of municipal administrations from all over the region gathered. Together with federal experts, they are preparing investment proposals that will be presented to the business community and posted on information resources, including the Investment Portal of the Murmansk Region and the Investment Card.The development is carried out within the framework of the educational program "School of Investment Commissioners" of the Government of the Murmansk region.
Together with the GR-Accelerator program and the National Association of Investment and Development Agencies (NAAIR), the 10th educational program "School of Investment Commissioners of the Murmansk Region" was launched in the regional center. For several months, the investment officers have been developing promising proposals and are now preparing them for presentation to investors. As part of the training, municipal teams presented 13 investment proposals to colleagues from the Ministry of Arctic Development and Economy of the Murmansk Region, the Ministry of Tourism and Entrepreneurship of the region, the Development Corporation and federal experts. These are initiatives to develop deposits of building stone in the Pechenga district, projects aimed at the development of housing construction in Severomorsk, the creation of laundries and other services.
"Investment commissioners are an institution that is turning five years old in our region. The Murmansk Region was one of the first in Russia to propose the introduction of such investment agents in every municipality and government: They help, accompany, and look for new investment projects in the territories. And now we see that such assistants already exist all over the country. This is a highly demanded mechanism among businesses. And the School of Investment Commissioners, where we help municipal teams learn how to work with investors, is an important event for the region's investment team," said Svetlana Panfilova, Deputy Governor and Minister of Arctic Development and Economy of the Murmansk Region.
Every year, with the participation of investment commissioners in the region, more than 300 issues of entrepreneurs related to obtaining support measures, connecting to infrastructure and supporting investment projects on the principle of "one window" are resolved. Within the framework of the School, the Murmansk Region Development Corporation summed up the results of the work of the investment authorities for 2025. The teams from Murmansk, Tersk district and Severomorsk showed the greatest activity in working with entrepreneurs.
"The evaluation of the work of municipal investment teams, which is carried out by the development corporation on behalf of the head of the region Andrey Vladimirovich Chibis, is recognized as an effective practice at the federal level. Constant contact with investment officials, people who understand well what their city needs specifically, helps to involve initiatives that Northerners really need in investment activities. At the same time, we are not necessarily talking about large-scale projects. Today we see good initiatives to create cafes, hotels, and roadside service points," said Artem Kuksa, General Director of the Murmansk Region Development Corporation.
The Institute of Investment Officers was established in the Murmansk Region on the initiative of Governor Andrey Chibis in 2021. Its main task is to help entrepreneurs launch projects that directly contribute to the economic development of the region.
