
In Murmansk, Andrey Chibis, Governor of the Murmansk Region, and Alexey Likhachev, CEO of Rosatom State Corporation, signed a cooperation agreement.
"The development of agglomerations and strongholds is a task that Russian President Vladimir Vladimirovich Putin has set for us. It is extremely important that, together with Rosatom, we expand the list of territories where we will implement significant social, technological and infrastructural projects to improve the quality of life of Northerners. In addition to the reference settlement of Polyarnye Zori, the territories of the Murmansk agglomeration and Lovozersky district will also receive additional development. I am sure that together we can do much more for our Russian Arctic," said Andrey Chibis, Governor of the Murmansk Region.
"Rosatom is actively involved in ensuring Russia's technological leadership today, and we clearly understand that this task cannot be solved without the involvement of highly qualified specialists. Therefore, the State Corporation is maximally involved in creating a comfortable and modern environment in the territories where our enterprises operate. The cooperation agreement with the Murmansk Region is a strategically important step aimed at attracting and retaining talented personnel and ensuring the sustainable development of both Polar Dawns, Lovozersky District, and the entire region," said Alexey Likhachev, CEO of Rosatom State Corporation.
The agreement also approved a list of measures for the socio-economic and infrastructural development of Polar Dawns (the satellite city of the Kola NPP) for the next three years. Their implementation is provided for by the master plan of the "atomic" city, a strategic document for the development of the territory for the next decade. Its implementation is under the control of the President of Russia.
It is planned to implement a number of key projects in the city aimed at improving transport accessibility and safety, creating modern and comfortable conditions for education, sports and creativity, forming an active civic position and a healthy lifestyle among the younger generation.
In particular, the city's Palace of culture will be overhauled, roads, a swimming pool, a city library and other social facilities will be repaired, new educational spaces in schools will be created, courtyards will be landscaped, and the Smart Polar Dawns digitalization project will be implemented. In addition, it is planned to begin the renovation of the dormitory of the Polyarnozorinsky Energy College, which, with the support of the regional government and Rosatom, has become a participant in the federal project "Professionalism".
Over the years of cooperation between the corporation and the region, about 2 billion rubles have been allocated for the development of Polar Dawns: a new sports and recreation complex, a ski base have been built, the overpass over the Oktyabrskaya Railway has been reconstructed, roads, schools have been repaired, Northern Lights Boulevard has been landscaped, playgrounds have been equipped, and much more.
