At an operational meeting in the government of the region, the General Director of the Murmansk Region Development Corporation, Svetlana Panfilova, reported on the results of the work on the formation of the institute of investment commissioners and the criteria for evaluating their effectiveness.
The function of investment officers will be performed by the heads of regional and municipal authorities or their deputies. Their main task is to interact with the Development Corporation and provide local assistance to investors in solving issues related to the implementation of investment projects. This includes prompt consideration of investor appeals, comprehensive information and consulting and organizational assistance, identification of factors that hinder the development of investment activities, development of proposals for their elimination, etc.
Investment officers will become an important communication link between investors, executive authorities and municipalities of the Murmansk region.
The assessment of the Institute's activities and the submission of the results to the regional government will be carried out by JSC "Murmansk Region Development Corporation".
"The first report on the assessment of the effectiveness of their work will be presented at the end of February. Such indicators as the absence of justified complaints from investors and violations of the deadline for reviewing projects and investment initiatives, the maintenance of official websites in terms of investment activities, as well as participation in the formation of proposals to improve the investment climate of the region will be evaluated," Svetlana Panfilova said.
Commissioners have already been appointed in all 23 regional authorities and 17 municipalities. The list of those responsible for interaction with investors is published on the investment portal of the Murmansk region. Each investor through the website can contact the authorized representative directly at the specified contacts or fill out a simple application form.
"It is fundamentally important for us that this structure works. Any entrepreneur who starts a business, invests money and faces a problem on the territory of the Murmansk region should be able to signal about this problem, so that we are involved in its solution," – summing up, said the Governor Andrey Chibis.
