
During the operational meeting, Svetlana Panfilova, Deputy Governor and Minister of Arctic Development and Economy of the Murmansk Region, presented changes to the procedure for granting the Governor's Start grant, and also spoke about the conditions for participation in the competitive selection in 2025.
"The Governor's Start grant is not just about financing. This is an investment in people who believe in the Arctic and are ready to create new opportunities here," Svetlana Panfilova said.
Small and medium-sized businesses are still in the focus of regional economic development. In 2025, the government of the Murmansk Region continued to implement support measures and supplemented the procedure for granting the Governor's Start grant with a separate priority group of projects
in areas defined by the strategic plan "Live in the North!".
Thus, industries classified as the service economy are included in a separate block, in particular, such business areas as the creation of infrastructure for tourist accommodation, roadside infrastructure, water tourism facilities, socially oriented business, the consumer services sector, the creation of creative spaces and catering facilities.
Starting from April 29, entrepreneurs of the Murmansk Region can apply for participation in the Gubernatorial Start grant competition to receive a grant of up to 2 million rubles for business development in the Arctic region.

Svetlana Panfilova also announced information about several projects implemented by entrepreneurs with the funds of the Governor's Start grant.
For example, in 2025, an individual entrepreneur from Severomorsk opened another space for family leisure, the children's culinary studio "Kusochek
happiness" with a game room. Cooking workshops are held in the studio, where participants can learn how to cook basic dishes and master the art of baking.
In addition, thanks to grant support for the residents of Olenegorsk, the range of household services has expanded, and a self-service laundry "Bolshaya Washka" has appeared in the city.
The Governor's Start competition, initiated by the Governor of the Murmansk Region, is one of the most sought-after among entrepreneurs in the Murmansk Region and is being implemented as part of the strategic plan "Live in the North!"
