A business seminar was held in Murmansk on the topic: Participation of SMEs and the self-employed in the procurement of the largest customers

On August 14, a business seminar on the topic "Participation of SMEs and the self-employed in the procurement of major customers under Federal Law No. 223-FZ, a program for "growing" suppliers, including using the mechanism for concluding "offset" contracts", was held in Murmansk in a full-time and correspondence format.  

The event was attended by representatives of small and medium-sized enterprises of the Murmansk region. 

Natalia Poluyanova, Deputy Minister of Arctic Development and Economy of the Murmansk Region, delivered a welcoming speech to the participants. 

"Today, small and medium-sized businesses have established themselves as a reliable partner for companies with state participation. The development of the procurement system and ensuring the participation of SME suppliers in them is one of the most important measures of state support implemented within the framework of the national project "Small and Medium-sized Enterprises". In the whole country, in 2023, four out of five contracts of the largest customers were concluded with SME suppliers," Natalia Poluyanova noted.
  
Andrey Bykov, Deputy Head of the Directorate of Conformity Assessment and Monitoring of JSC SME Corporation, told entrepreneurs how to correctly and effectively submit applications for participation in procurement of the largest customers under Federal Law No. 223-FZ, introduced the possibilities of the supplier cultivation program using the SME digital platform.The Russian Federation, including with the mechanism of offset contracts. 

Recall, with the help of a digital SME platform.In the Russian Federation, large companies can declare their needs for goods and components on the domestic market, thereby supporting small and medium-sized businesses and solving their own production tasks for import substitution. 

In addition, the speakers of the business seminar were the Director of the Legal Unit of the VEB Group.Dmitry Grishanov of the Russian Federation and Konstantin Seremak, Head of the Procurement Department of the Kola NPP. The experts spoke about the procedure and features of participation in procurement under 223-FZ, shared information on which commodity nomenclature items large enterprises purchase from SMEs, and also revealed the principles of building procurement activities of companies. 

The final stage of the event was the communication of the speakers in the format of a live dialogue with entrepreneurs, during which answers were given to the questions of the participants. 
The event was organized by JSC "SME Corporation", the Institute for Development in the field of small and medium-sized enterprises, together with the Ministry of Arctic Development and Economy of the Murmansk region with the participation of major customers within the framework of the national project "Small and Medium-sized Enterprises".
