Agreement between Rosseti North-West and DOM. RF will help to create attractive conditions for the implementation of PPP projects in the Murmansk region

On June 15, 2023, at the St. Petersburg International Economic Forum, Artem Pidnik, CEO of Rosseti North-West, and Director of the Infrastructure Bonds division of DOM.Russian Federation Alexander Aksakov in the presence of the Governor of the Murmansk region Andrey Chibis signed a cooperation agreement.

The document establishes the intention of the parties to work out the possibility of preferential financing of regional projects for the creation of social, engineering, communal and other infrastructure in the Arctic zone. In particular, the grid company is ready to build outdoor lighting networks and electric boiler houses in the Murmansk region.

Infrastructure bonds HOUSE.The Russian Federation is a unique financing mechanism for Russia, combining state support measures and market instruments. The tool allows the regions to implement the most relevant infrastructure projects within the framework of housing construction and urban development on terms that are comfortable for them – the loan is provided at a rate of up to 4.5% for up to 30 years.


"The signing of this agreement directly affects the interests of the Murmansk Region in order to create attractive conditions for the implementation of PPP projects in the Murmansk Region. First of all, in the field of urban environment development and creation of energy supply infrastructure. In the end, the agreement will reduce the cost of budget funds for the implementation of investment projects and modernization due to the fact that long–term loans are taken at low interest rates," commented the Governor of the Murmansk region Andrey Chibis.


"Today the Murmansk Region is actively developing, federal-scale projects are being implemented here. Therefore, we pay special attention to the Arctic zone. In 2023, we plan to allocate 2 billion rubles for investment and repair programs in the region. The opportunity to receive preferential financing will allow launching new projects in the field of housing and communal services, which cannot be implemented only at the expense of the company or budget funds due to high technology, long implementation periods and slow payback. I'm sure our agreement with the HOUSE.The Russian Federation will create additional conditions for the development of the region and improving the quality of life in the Arctic," said Artem Pidnik.


"Bonds HOUSE.The Russian Federation is helping to solve one of the most pressing problems of the regions – the underfunding of infrastructure. The mechanism is aimed at the construction of completely different objects: schools, kindergartens, highways and, of course, engineering and utility networks for new housing construction. It is important that funds for their construction are provided at a preferential rate and for a long time," Alexander Aksakov stressed.
