An agreement was signed on the implementation of advanced IT solutions in the construction sector

At the XXIX St. Petersburg International Economic Forum, Moscow and the Murmansk Region signed an agreement on cooperation in the field of digital transformation of the construction industry. The document provides for joint work on the introduction of digital services, the development of artificial intelligence technologies in construction and housing and communal services, as well as the exchange of practices until 2030. On the part of the Murmansk Region, the document was signed by Governor Andrey Chibis, on the part of Moscow – by Vladimir Yefimov, Deputy Mayor of the capital for Urban Planning and Construction.
 
"Digital solutions directly affect the speed, transparency and quality of construction processes. Moscow has already accumulated extensive experience in creating and implementing such services, from electronic services to the use of artificial intelligence technologies in urban planning. The signing of the agreement will expand cooperation with the regions and create the basis for the joint development of modern digital tools in the construction industry and urban economy. Such interaction helps to build a more effective construction management system and improve the quality of the urban environment for residents," said Vladimir Yefimov.
 
The Governor of the Murmansk Region, Andrey Chibis, noted the importance of cooperation for the region.:
 
"Taking into account the Arctic conditions — complex logistics, climatic restrictions — it is fundamentally important for us to increase the investment attractiveness of the industry and create favorable conditions for developers. At the same time, we are systematically modernizing the housing and communal services sector: over the past seven years, the number of incidents has been reduced by 2 times. The use of Moscow's digital solutions, including infrastructure monitoring systems and services for interacting with residents, will improve the reliability of public utilities, the quality of services, and the speed of response to requests."
 
Among the key areas of cooperation are the introduction of artificial intelligence technologies into urban planning processes, the development of digital services for the construction industry, as well as the improvement of control systems in the field of construction waste management. The parties paid special attention to scientific and educational work, including training specialists for the digital transformation of the industry.
 
As part of the cooperation, the parties agreed, among other things, to develop joint educational and research programs related to the use of artificial intelligence and modern IT solutions in urban planning.
 
A separate area of work will be the exchange of experience in automating construction and demolition waste management processes. The use of digital systems will increase the transparency of these processes, strengthen control over the movement of waste and reduce the burden on the environment.
 
The signing of the agreement at the SPIEF 2026 site was another step in the development of interregional cooperation in the field of digital transformation of the construction industry.
