On April 23, President of the Russian Federation Vladimir Putin held a videoconference meeting with members of the Government of the Russian Federation. The main topics were the development of the Arctic zone of the Russian Federation and the functioning of the Transarctic Transport Corridor. The event was attended by Andrey Chibis, Governor of the Murmansk Region, Chairman of the Commission of the State Council of the Russian Federation on the Northern Sea Route and the Arctic, who made a presentation.
The Head of State stressed the strategic importance of the Arctic and outlined the priorities for further work: "On the agenda of our work is the issue of our large, comprehensive joint activities for the development of the Russian Arctic regions, for the development of the Russian Arctic. I have repeatedly noted the special strategic importance of this region for our country, for the domestic economy, for building up Russia's industrial potential, for ensuring national security and protecting our sovereignty. I would like to emphasize the growing role of the Arctic in the global context, namely for the ecology of the planet, for the global fuel, energy and raw materials complexes, and for increasing the stability of international trade and logistics ties."
During the meeting, it was noted that the implementation of large-scale investment projects and the formation of a sustainable economic base for the development of the macroregion continue in the Arctic zone. Special attention is paid to the development of the Northern Sea Route and the Transarctic Transport Corridor as key elements of the national transport system.
The issues of the development of the Arctic zone of the Russian Federation and the realization of its transport and economic potential are considered.
"Thank you for the decisions taken following the results of IAF-2025 and for your attention to the Russian Arctic. They are in the active stage of execution. Master plans for the development of Arctic anchor settlements are being implemented, with 5% of the quota of national projects allocated for this purpose. A new Arctic Strategy has been prepared, the implementation tool of which should be a comprehensive project for the development of the Arctic and the TTC. The development is being carried out at the site of the Maritime Board and the Government with the participation of the State Council Commission "Northern Sea Route and the Arctic" and its member regions. We plan to present the project this year. A renovation plan has also been prepared and agreed upon until 2030 with annual financing of at least 10 billion rubles," said Andrey Chibis.
In addition, the governor presented proposals for the further development of the Arctic, namely: to fix the obligations of all parties to increase the capacity of the MTU, one of the key projects of the integrated project being formed; as part of the discussion of the topic of gasification of the region, to fix the need to set gas prices for industrial consumers at the average level in the Northwest; to include the Murmansk Region in the federal a program to improve the reliability of the power grid infrastructure; To support at the federal level the regional budgets of individual Arctic regions, especially the Murmansk and Arkhangelsk regions, taking into account falling revenues due to external restrictions, as well as additional costs for northern coefficients and allowances to ensure the minimum wage.
