
The Governor of the Murmansk Region, Andrey Chibis, participated in the round table meeting via videoconference. Committee of the State Duma on the Development of the Far East and the Arctic under the leadership of Committee Chairman Nikolai Kharitonov on the topic "Legal support for the integrated development of settlements in the Arctic zone of the Russian Federation".
The event was attended by representatives of federal authorities, experts, heads of regional departments.
The main issues include the implementation of the instructions of the President of the Russian Federation, Vladimir Vladimirovich Putin, following the results of the International Arctic Forum, comprehensive plans for the long-term socio-economic development of key settlements in the Arctic zone of the Russian Federation, and the implementation of master plans for key settlements.
In his speech, the head of the region noted that today in the Murmansk region there is a trend of investment growth, over the past 6 years the amount of investments has amounted to one and a half trillion rubles. New jobs are being created in the Kola Arctic, and "fighting for people" is a priority. In this sense, we have to compete with the major cities of Moscow and St. Petersburg.
"Nikolay Mikhailovich, I want to thank you and my colleagues for your active participation in the work of the commission, because together we have managed to formulate an additional set of proposals aimed at developing the Arctic and the Northern Sea Route and those financing mechanisms that, following the results of the forum, are set out in great detail in the approved list of presidential instructions. The main task now is to implement this list of instructions, and to ensure that those facilities that are included in the list of instructions are included in national projects," the governor stressed.
Andrey Chibis also made a number of proposals for inclusion in the recommendations of the round table, among them the creation of industrial parks, an increase in the income limit used for VAT exemption for taxpayers operating in the Arctic zone of the Russian Federation, and the allocation of a separate limit for treasury infrastructure loans for the implementation of comprehensive plans for the long-term socio-economic development of key settlements of the Russian Arctic, as well as the development of support measures for the development of berthing infrastructure for cruise routes.
