Elena Diaghileva, representative of the Murmansk Region in the Federation Council, delivered a welcoming speech at the opening ceremony of the IV Russian Design Industry Forum in Moscow. In her address, she stressed the strategic importance of the industry for the country's economy.
"This year's theme – "Design as a strategy: a formula for the success of a domestic product" – sounds like a direct response to the main challenge of the time: to make domestic products more attractive to Russians and competitive in the global market. This task fully meets the goals set by Russian President Vladimir Vladimirovich Putin," the parliamentarian said.
Elena Diaghileva focused on the dynamics of the sector's development: last year, the contribution of creative industries to the country's GDP exceeded 4%, amounting to more than 8 trillion rubles. As the senator noted, the overall goal is to bring the figure to 6% by 2030 and to 7.7% by 2036. But, according to her, what is more important than the numbers is what is behind them: new jobs, new enterprises and new opportunities in the regions. In addition, the parliamentarian highlighted the important mission of the creative industries and design.
"Design is not only a point of economic growth, but also the basis of fashion sovereignty. As Speaker of the Chamber of Regions Valentina Ivanovna Matvienko correctly noted, it is not imitation that is on the rise now, but the creation of one's own, original images based on traditional canons of beauty," Elena Diaghileva emphasized.
She added that the Federation Council fully supports this trend, helping to develop regional programs, promote local brands and create comfortable conditions for creative businesses throughout the country. According to the parliamentarian, a legislative framework has already been created for the development of the creative economy: the relevant Federal Law has entered into force, the procedure for maintaining the register of subjects of creative industries has been approved, and the Russian Export Center has allocated this area to a separate block of work. Among the priorities for further work, Elena Diaghileva noted the formation of a Strategy for the development of cooperative industries with the subsequent provision of seamless implementation of plans on the ground. According to the senator, this requires improved legislation and support mechanisms in the country's regions, including intellectual property protection and new educational standards.
"The experience of the Murmansk region demonstrates the effectiveness of the development of creative industries for the promotion of territories. With the support of Governor Andrey Chibis, filmmaking has received a new impetus: the number of films being shot in the Arctic has increased significantly. Positive dynamics can be seen in tourism, creative initiatives of Northerners are supported, and new opportunities are being created for the younger generation. All this underlines the importance of the regional government's attention to the application of new approaches for development," the parliamentarian stressed.
Every year, the Russian Design Industry Forum brings together representatives of government, business, education, and the professional community to discuss the role of design in economic development and the formation of competitive domestic products. The first day of the forum is being held at the A. N. Kosygin Russian State University, which this year celebrates its 105th anniversary. The event will continue on April 15 and 16 at the Rossiya National Center. Over the course of several days, a series of sessions and other events will be held, which are aimed at finding a balance between global trends and the development of their own design school. The priority topics of the sessions include the integration of cultural codes into modern products, the specifics of the Startup as a Diploma program and the launch of a career by young professionals, as well as the role of inclusive design as a tool for rehabilitation, resocialization and creating an accessible environment for people with special needs. In addition, the forum participants will discuss cooperation between science and business in industrial design.
The Russian Design Industry Forum was organized by the Roscongress Foundation in cooperation with the National Center for Russia, the Agency for Creative Industries, the Kosygin Russian State University, and the Union of Designers of Russia with the support of the Russian Ministry of Industry and Trade.
