
On the eve of the VI International Arctic Forum "The Arctic – the Territory of Dialogue", Governor Andrey Chibis held a working meeting with Senator of the Russian Federation from the Murmansk Region Elena Diaghileva. The central topics of discussion were the large-scale event that will take place in the polar capital next week, as well as the main areas of work of the Federation Council and the regional government in 2025.
"Under the motto "To live in the North!" Murmansk is hosting the International Arctic Forum for the first time. Since 2019, the national strategy of the same name has made it possible to create and modernize social facilities in the Murmansk Region, develop our economy and improve the quality of life in the North. With the support of the President and the federal center, the Arctic is becoming a territory of opportunity and technological breakthrough. We will discuss in detail the results achieved by synchronizing national projects and the regional strategic plan "Live in the North!", as well as new work goals at the Forum. As part of our team, I am sure you will be actively involved in their implementation," said Governor Andrey Chibis.
The IAF-2025 business program includes about 20 thematic sessions. At the forum, Russian Senator Elena Diaghileva will speak at a session on preferences for Arctic business. The issue of the effectiveness of preferential treatment in the Arctic zone of the Russian Federation and the Far East is regularly raised in the Federation Council.
"New approaches to advancing the Arctic agenda are being actively discussed by the upper house of Parliament. The topics of the effectiveness of tools for the development of the macroregion, ensuring a balanced budget of the subjects of the Russian Arctic and attracting additional investments to these territories are heard at plenary meetings, "government hours", meetings of working groups in which I participate. The Forum will become a new assembly point for solutions for large–scale "redevelopment" of the Arctic and improvement of the quality of life in the Far North," Elena Diaghileva emphasized.
During the meeting with the head of the region, she presented a report on the work in the upper house of Parliament in 2024, describing in detail the legislative initiatives supported by senators, the results of the activities and goals of the Committee on Budget and Financial Markets, of which the representative in the Federation Council from the Murmansk region is a member. Among the topics of the meetings in which Elena Diaghileva participated after her appointment, the most significant were the development of the main settlements of the Russian Arctic, the use of the mechanism of concession agreements for the implementation of infrastructure projects, the closed-loop economy and the development of economic self-sufficiency of the subjects of the Russian Federation. The senator touched upon such an important area of joint work as the development of military garrisons and the renovation program of the military district, as well as the representation of the native Arctic during visiting meetings of the Federation Council Committees and at events held with the support of the upper house.
Governor Andrey Chibis noted Elena Diaghileva's active collaboration with regional and federal agencies, contributing to the implementation of central projects and the promotion of the region's interests at all levels. At the end of the meeting, the head of the region and the senator expressed confidence that joint efforts would achieve significant results in the socio-economic development of the Kola Arctic, emphasizing the need to continue constructive dialogue and consolidation at all levels to achieve their goals.
