The Corporation for the Development of the Far East and the Arctic (KRDV) has awarded the status of a resident of the Arctic Zone of the Russian Federation (AZRF) to the Specialized developer TRANSSTROYDEVELOPMENT NORTH (LLC SZ TSD NORTH). The investor is implementing a project on the construction of a residential neighborhood "Harmony of the North" in Monchegorsk on preferential terms of the preferential regime. The city is one of the main settlements of the Russian Arctic. The parties signed an agreement on cooperation in the implementation of the project in September 2024 at the WEF-2024.
During the implementation of the project in Monchegorsk at the intersection of Moroshkova Street and Lenin Avenue, the AZRF resident will build 9 queues of residential buildings for 2,424 apartments with a total area of 109 thousand square meters, commercial premises with an area of more than 16.7 thousand square meters. m and social infrastructure – school and kindergarten. The project provides for landscaping, recreation areas, construction of playgrounds and sports grounds, as well as car parking for 1,718 places. The new residential complex will provide comfortable accommodation and access to all necessary services within walking distance, create a comfortable and modern urban environment.
"The construction of the new Harmony of the North residential complex was a response to the request of the residents of Monchegorsk to increase the housing stock and create a modern urban infrastructure. The project will contribute to improving the living conditions of citizens, will contribute to the development of small and medium-sized businesses through the construction of commercial premises. The company will build a residential complex in an attractive area with good transport logistics, which will make it convenient for residents and businesses. The KRDV's support for the project and the use of the benefits of the Russian Arctic regime give us confidence that the construction will be fully implemented on schedule. I would like to note separately that the construction of Harmony of the North will take place in accordance with the master plan for the development of Monchegorsk, will become an element of a large joint work on the socio-economic development of the region," said Evgeny Kunitsky, General Director of SZ TSD NORTH.
Sergey Skali, Deputy Director General for Investment Project Support at the KRDV, noted that thanks to government support measures, new large-scale projects are starting in the Arctic regions, the largest developers are coming, new enterprises are opening, new jobs are appearing. With the support of the state, comfortable living conditions for people are being created in Arctic cities, and the appearance of cities is improving.

According to agreements with the KRDV, 862 residents are implementing projects in the Russian Arctic, and businesses are investing 913 billion rubles. New companies create 27.7 thousand new jobs. Business has already invested 171.5 billion rubles in the economy of the Russian Arctic, created 10.7 thousand jobs, and 206 projects in various industries have been put into operation. Comfortable conditions have been created for investors in the world's largest preferential territory to implement business ideas. Investments in the project – from 1 million rubles, taxes on property, land and profits have been reset for 5 years, subsidies for 75% of insurance premiums for newly created jobs have been in effect for 10 years, MET benefits in the amount of 0.5 of the current rate for solid minerals for new deposits.
