The new resident of the Arctic Zone of the Russian Federation, Green Flow Khibiny LLC, will build a 4-star hotel and thermal complex in Kirovsk, Murmansk region. The investment project is focused on the creation of a tourist facility with an expanded SPA and wellness infrastructure. The commissioning of the Green Flow Khibiny healing Hotel is planned for the summer of 2026. By agreement with the Corporation for the Development of the Far East and the Arctic (KRDV) the volume of capital investments will exceed 1 billion rubles.
A 4-star hotel with 120 rooms, an apartment complex and detached bungalows will be built on an area of more than 82 thousand square meters. meters. There will also be a conference hall, a visitor center and a restaurant with a veranda for 200 visitors. An educational center will be opened for children. Sports grounds are provided on the landscaped territory with a park area. The heart of "Green Flow Khibiny" will be a thermal wellness complex, which will house a sauna and thalasso centers, swimming pools, rooms for SPA rituals and healing procedures, as well as a fitness center.

The AZRF resident expects an average annual hotel occupancy of 65%, which will allow Green Flow Khibiny to maintain high rates of domestic tourism in the region all year round and, in general, expand the range of tourist infrastructure in the territories of the Far North. More than 110 jobs will be created in the region.
The main goal of Green Flow is to create in our country a developed network of healing hotels and thermal health complexes based on modern technological solutions in the management of objects of the hospitality industry. Some of the facilities will be built with the help of state support measures that are used in the Far East and in the Arctic zone of the Russian Federation. So, by 2027, hotels under the Green Flow brand will appear in Kamchatka and in the Sakhalin region. In addition, the company will build another healing resort in Buryatia, using the preferences of the Baikal Harbor special economic zone.
"Investment activity in the tourism industry is growing both in the Far East and in the Russian Arctic due to the demand for domestic tourism. This stimulates the development of the industry – over the past two years, the number of tourist projects implemented in preferential regimes has doubled. Residents of the northernmost territories adhere to this trend – for example, in the Russian Arctic, out of 551 projects that are implemented in the preferential regime of the Russian Arctic, one in five belongs to the tourism sector (almost 20%). Thus, 63 out of 110 projects are being implemented in the Murmansk region, 17 in Karelia and 14 in the Arkhangelsk region. The regions have everything for the development of projects in the field of hospitality, and the system of preferences makes it possible to increase the attractiveness and feasibility of investment projects: tax preferences, preferential financing, assistance in creating infrastructure," said Maria Badmatsyrenova, Deputy Director of the Department of Law Enforcement Monitoring of the KRDV.
Comfortable conditions for the implementation of business projects have been created for residents of the Russian Arctic. Taxes on property, land and profits have been reset for 5 years, opportunities for obtaining land and applying the procedure of a free customs zone are provided, subsidizing 75% of the volume of insurance premiums for newly created jobs has been in effect for 10 years.
