
More than 6 billion rubles have been allocated for the modernization of communal infrastructure facilities in the housing and communal services of the Murmansk Region as part of the strategic plan "Live in the North!" since 2019, Governor Andrey Chibis told an operational meeting. More than 2.7 billion rubles were allocated from the regional budget for this purpose.
"In the field of water supply and sanitation, the reconstruction of the water treatment plant in Tula has been completed, where the problem with the quality of drinking water during the flood has been solved. Reconstruction of water supply networks on the Western shore of the Kola Bay has also been completed, where an automated water pumping station has been installed. A water treatment plant has been reconstructed in Safonovo, thanks to which residents of the settlements of Safonovo and Safonovo-1, as well as Roslyakovo, are now provided with clean drinking water," Andrei Chibis emphasized.
It should be noted that the large-scale project for the reconstruction of water supply networks on the Western shore of the Kola Bay includes the laying of 17 km of water supply, including under water bodies: the Kola River and Veresova Bay.

Boiler houses in the Tersk district, BUT Severomorsk, Kola district and other municipalities have been modernized in the heat supply system. In total, 20 boiler houses were modernized from 2019 to 2023, which is 6 times more than in the period from 2010 to 2018.
Murmansk has undergone major repairs of almost 15 kilometers (14.8 km) of heat supply networks. Such measures have significantly improved the reliability and efficiency of heat supply in the region.
To prepare for the heating period, starting in 2019, municipalities are provided with a special subsidy, the total amount of which amounted to 825 million rubles. These funds were used to modernize 71 kilometers of engineering networks and 40 infrastructure facilities, which improved the quality of preparation for the heating period and reduced the number of technological disruptions. According to data for 2023, the number of technological disruptions in heating systems has halved compared to 2019.
In the field of electricity supply, more than 88 kilometers of power lines were upgraded from 2019 to 2024. In 2025, it is planned to develop a program to improve the reliability of the Murmansk Region's electric grid complex, which includes equipment reconstruction, wire replacement and the purchase of special equipment, designed until 2044. The total cost of the program will be more than 60 billion rubles.
Also in 2025, it is planned to complete the updating of the General Scheme of Gas Supply and gasification of the Murmansk region and sign with Gazprom a Program for the development of gas supply and gasification for the period 2026-2030.
After the gasification of the Murmansk region, which was initiated by Andrey Chibis with the support of Russian President Vladimir Putin, about 80 heat supply sources will be switched to natural gas.
Work continues in the office. Among other things, heat supply, water supply and sanitation networks are being modernized in the Kola region, Severomorsk, BUT Alexandrovsk and other municipalities of the region as part of the renovation of the BUT initiated by the governor. The program was supported by Russian President Vladimir Vladimirovich Putin.
A significant amount of funding – 10 billion rubles - is being allocated from the federal budget for these purposes. Annually, from 2024 to 2026, it is planned to allocate more than 42 billion rubles for these purposes, and more than 1 billion rubles from the regional budget.
"Work on the renovation of communal infrastructure facilities in the Murmansk region in 2025 continues in almost all cities and towns, and, of course, this is inextricably linked to the restriction of comfortable living conditions for residents. And we are grateful to the people who understand the inconvenience, since the implementation of these measures is aimed at improving the quality and reliability of the region's communal infrastructure systems, including during the heating season," said Alla Istomina at the end of the report.
