Murmansk is the capital of the Russian Arctic and the main port of the Transarctic transport corridor

The Murmansk Region is a strategic center for the development of the Northern Sea Route and is open to international partnership, in particular with the People's Republic of China, in the implementation of large-scale infrastructure, logistics and industrial projects. This position was presented by Svetlana Panfilova, Deputy Governor and Minister of Arctic Development and Economy of the Murmansk Region, during her speech at the second meeting of the Subcommittee on Cooperation on the Northern Sea Route of the Russian–Chinese Commission for the Preparation of regular meetings of heads of Government. The event took place in Harbin, and its key outcome was the approval of a roadmap for the further development of cargo traffic along the main transport artery of the Russian Arctic.

Svetlana Panfilova, Deputy Governor and Minister of Arctic Development and Economy of the Murmansk Region, presented the port opportunities of the Murmansk Region and their importance in the development of the Transarctic transport corridor at the plenary session. Svetlana Panfilova stressed the region's interest in the development of container transportation and its willingness to work together with Chinese shippers, as well as to cooperate in the field of shipbuilding and shipping safety.

The Vice Governor paid special attention to the development of specialized maritime education.

"On the initiative of the Governor of the Murmansk Region, Andrey Chibis, and with the support of the President of the Russian Federation, Vladimir Putin, a world-class campus is being created in Murmansk on the basis of Murmansk Arctic University. One of the key projects within the campus is the Coastal Training Center, a training ground for crew members of naval vessels," said Svetlana Panfilova.

The Subcommittee on Cooperation on the Northern Sea Route of the Russian-Chinese Commission for the Preparation of Regular Meetings of Heads of Government was established in 2024 following the visit of Russian President Vladimir Putin to China and his meeting with Chinese President Xi Jinping. On the Russian side, the Subcommittee is headed by Alexey Likhachev, Director General of the Rosatom State Corporation, and Liu Wei, Minister of Transport of the People's Republic of China, on the Chinese side. The key areas of joint Russian-Chinese work within the framework of the activities of the subcommittee are the development of navigation, safety of navigation, planning and ensuring the growth of cargo traffic.

"In 2024, on behalf of Russian President Vladimir Putin, a commission of the State Council of the Russian Federation on the Northern Sea Route and the Arctic was established. The commission is headed by the Governor of the Murmansk Region, Andrey Vladimirovich Chibis. The key objective of the Commission's activities is the priority development of the Russian Arctic and the main Arctic transport artery, the Northern Sea Route. Therefore, it is especially important for the Murmansk Region to participate in the work of the Subcommittee," commented Svetlana Panfilova, Deputy Governor and Minister of Arctic Development and Economy of the Murmansk Region.
