The Murmansk Region has made a significant breakthrough in the National Rating of Public-Private Partnership Development published by the Ministry of Economic Development of the Russian Federation. The region entered the top 30 overall, rising by five positions at once, and at the same time took third place in Russia in terms of the quality of the regulatory and institutional environment.
Analysts highly appreciated the legal foundation built in the region for launching infrastructure projects. The third line in the "Regulatory and institutional environment" block means that the region has created reference conditions for structuring complex transactions, both large concessions and municipal PPP projects. "Taking the third place in the country in terms of the quality of the regulatory framework means passing an A—plus audit in front of the most demanding investor," said Andrey Chibis, Governor of the Murmansk Region. — Today, businesses entering our region clearly understand the rules of the game and see clear and stable operating algorithms. It is this factor, and not just geographical advantages, that is becoming the decisive argument for localizing PPP projects in the Arctic."
The comprehensive work allowed the region to improve the overall indicator in the overall ranking, rising by five places and gaining a foothold in the top 30. The achieved positions are a natural result of the systemic policy of the government of the Murmansk region to attract extra—budgetary funds for the modernization of housing and communal services and the social sphere. It is through PPP mechanisms that heat supply systems are being updated in the Arctic today and major investment projects aimed at improving the quality of life of Northerners are being implemented.
The rating of regions by the level of PPP development is an official tool of the Ministry of Economic Development of Russia, which reflects not only the volume of agreements concluded, but also the maturity of the management team, the elaboration of the legal framework and the openness of the region to private investment in public infrastructure.
