
This week, the Murmansk Region is hosting students of the fourth stream of the Muravyov-Amursky – 2030 civil service management training program. After graduation, graduates hold the positions of ministers and deputy ministers of regional governments, deputy heads of municipalities, and heads of development institutions. The program participants have already met with the Governor of the Murmansk region Andrey Chibis. Now the participants of the program have divided into groups and in the coming days they will get to know the Arctic together with the regional management team in thematic areas.: tourism, medicine, healthcare, social sphere and others.
On June 25, program participants studying in the field of Economics and Development of the Arctic visited the Murmansk Region Development Corporation and got acquainted in detail with the investor support system in the region. Svetlana Panfilova, Deputy Governor and Minister of Arctic Development and Economy of the Murmansk Region, spoke about the region's key projects and projects for the development of the Northern Sea Route, as well as regional business support measures.
"We have 51 support measures in place for SMEs, we calculated. The most popular is the "Governor's Start" up to 2 million rubles. Last year, 20 projects were supported. There is also franchise support, an industry development fund, and preferential loans. In addition, the regional development Corporation can implement projects on its own, together with investors. Thus, we have a regional Atlas-Lovozero roadside service network," Svetlana Panfilova said.
"A regional PPP center has been established on the basis of the Development Corporation. And the Government, represented by the Corporation, initiates and implements projects through concession agreements. We are currently building a swimming pool in Murmansk through a concession agreement. We also have a number of other concessions, such as a water park in Murmansk, and several housing and communal services concessions," added Artem Kuksa, General Director of the Murmansk Region Development Corporation.
During the visit to the region, participants of the economic direction will get acquainted with the transport and logistics potential of the Murmansk Region and visit the Lavna commercial seaport, which was launched in March 2025 by President Vladimir Vladimirovich Putin. In addition, the managers will visit the territory of the world's only nuclear fleet, FSUE Atomflot.
