
During an operational meeting in the regional government, the governor announced a number of important decisions regarding the provision of rent benefits for the use of land in the Murmansk region.
The cost of renting land is one of the issues raised by entrepreneurs during a personal reception of citizens, which the head of the region held on March 14. As Andrey Chibis noted, the topic is a key one and is directly related to the development of the region's economy.
"Land in the Murmansk region, like in any other region, is a strategic asset. Given its scarcity, this is extremely important. We have a difficult terrain, and not all sites are suitable for construction and investment projects. The region is actively developing, and there is less and less free land. Therefore, the principle that must be clearly followed by everyone is simple – the earth must work. It can't just be reserved for someone else and be idle for years, and you and I know that there are a lot of such sites. Projects should be implemented on earth and jobs created. The land should bring income to the residents of the Murmansk region," the governor said. "That's why we have land rent benefits in exchange for investments in this land."
The head of the region recalled that the benefit is provided to those who invest money in their project, including for technical re-equipment, or in a socially significant project that improves life in the municipality. It is important that this benefit applies not only to future investments, but also to those investments that have already been operating since the beginning of the year. There is a clear mechanism in the region: if you invest, you pay less.
However, as the entrepreneurs themselves noted during the personal reception, many do not fully understand the conditions for granting benefits. The Governor of the Murmansk Region decided to extend the deadline for applying for benefits until April 30, so that each business representative would have the opportunity to either declare existing investments or make a decision on them. In addition, in order to avoid fines for rent violations, at the initiative of Andrey Chibis, the first payment was postponed from March 15 to June 15, 2025.
The head of the region appealed to the Commissioner for the Rights of Entrepreneurs of the Murmansk region, Marta Govor, and investment commissioners in municipalities with a request to carry out extensive explanatory work and inform all business representatives about support measures and benefits provided.
Andrey Chibis once again noted his willingness to meet business halfway and stressed that preferential rents would be provided in return for development and investment, for real projects that work and benefit the region and its residents.
