Representatives of development corporations from 23 regions are studying the experience of the Murmansk region in working with investors

An on-site internship for regional investment development agencies has started in the Murmansk Region, which is being conducted by the National Association of Investment and Development Agencies (NAAIR) together with the Murmansk Region Development Corporation.

For two days, investment teams from 23 regions of the country will study the practices of the Murmansk region in the field of attracting investments.

So, on March 13, the internship participants went to the city of Zapolyarny and the village of Nikel, got acquainted with the practices of working with investors in the municipality and the development program of the Pechenga district.


"Such internships are conducted in order to share the successful experience of the regions in building a system of working with investors. The Murmansk Region is interesting for its practice of involving municipalities in the process of working with investors, including through the development of the institute of investment commissioners, as well as the experience of attracting investment in tourism," said Rafael Khusyainshin, Executive Director of the NAAIR.


16 residents of the Russian Arctic Region are implementing their investment projects in the Pechenga district. The municipality ranks fourth in terms of the number of residents in the Kola Arctic. One of these projects is the Ivekta network of Arctic gas stations, launched as part of the strategic plan "Live in the North!", which began its activities in the Pechenga district.

In total, 80 local entrepreneurs received state support in 2024, most of them rely on the development of high-quality services for residents of the district and tourists.


"With the support of the Kola Mining and Metallurgical Company, the GR-accelerator program for the development of entrepreneurial initiatives is being implemented in the municipality. Its main result has been projects that are really necessary for residents, as they are all being developed jointly with them. We are currently implementing 15 projects worth almost 50 million rubles," said Marina Akhmetova, Deputy head of the Pechenga District and investment commissioner.


This year has been declared the year of industrial tourism in the Murmansk Region, and the Pechenga District is betting on the development of industrial tours. The NAAIR delegation visited the territory of the Kola MMC processing plant and the oldest mine in the Murmansk region, Kaula-Kotselvaara, which is planned to be open to the public in the future.


"We see the development of industrial tourism as a growth point for the economy of the Pechenga district. We have a number of unique production sites on our territory, including the Kola Superdeep mine and the Kaula-Kotselvaara mine. This concept is successfully used by small businesses. This is how industrial–themed dishes appear in our cafes, which is very popular with tourists," said Andrey Fomenko, head of the Second School Social Projects Center.


On Friday, March 14, the internship program continues in Murmansk. Participants will get acquainted with the experience of developing investments through gastronomy and the concept of developing Arctic cuisine, a session "Experience of the Murmansk region in working with investors and developing a favorable investment climate" and a presentation of the NAAIR expert platform will be held.The Arctic.


The National Association of Investment and Development Agencies was established in 2006 to unite the efforts of regional development institutions aimed at creating conditions conducive to increasing investment attractiveness and investment inflows to the constituent entities of the Russian Federation. In 2025, the Association unites investment agencies from 80 regions. Since 2022, Andrey Chibis, Governor of the Murmansk Region, has been a member of the NAAIR Supervisory Board.
