The concession project of the sports complex in Murmansk received the status of a resident of the Russian Arctic

The new resident of the Arctic Zone of the Russian Federation (AZRF), the Pool on Kola company, within the framework of a concession agreement with the government of the Murmansk region, will build a sports and recreation complex with swimming pools and a gym in the capital of the region. The investment project will be implemented under an agreement with the Corporation for the Development of the Far East and the Arctic (KRDV). The volume of investments will exceed 1.3 billion rubles. 

It is planned to build the facility using prefabricated technologies. The investor has already been allocated a plot of land with an area of more than 25 thousand square meters on Kola Avenue in the capital of the Murmansk region. The three floors of the sports and recreation complex will house training halls and all related facilities, as well as two swimming pools. One is for children, 16 meters long and with depth differences from 0.8 to one meter, the second is for adults, with seven tracks, each 25 meters long, 1.5 to 1.8 meters deep. There are road entrances and convenient pedestrian approaches from the street, as well as a parking lot. 

According to the director of LLC "Pool on Kola" Artem Kuksa, under the terms of the agreement with the KRDV, it is planned to enter the stage of construction and installation works in 2024. Currently, the investor is preparing construction documentation. 

The concessionaire company will manage the sports and recreation complex. 

"Over the past five years, a number of large-scale projects have been implemented in the region, thanks to which even more Northerners can play sports and physical education in comfortable conditions. Construction in Murmansk is a new impetus to the development of swimming in the region and, of course, an investment in the health of residents of the polar capital. In addition to swimming sessions, training and competitions, we plan to hold events under the "I Can Swim" program for the youngest Northerners and a large number of events to introduce Murmansk residents of all ages to a healthy lifestyle," said Svetlana Naumova, Minister of Sports of the Murmansk Region.

The appearance of a new modern sports complex and a calendar of events in the city will increase the competitiveness of Murmansk sports in the All-Russian and international arenas. A pre-built sports and recreation complex with swimming pools and a gym will also be available to sports enthusiasts with disabilities due to a well-thought-out project.  

"The investor receives a full range of support measures – priority opportunities for land registration and tax preferences, including compensation for 75% of insurance premiums in respect of created jobs. This will reduce the construction period of the facility and timely transfer it into operation to a management company that will ensure its operation. We comprehensively support projects and are glad that among them there are those aimed at popularizing mass physical education classes, creating decent conditions for training both professional athletes and our citizens," said Alexander Shutov, Director of the Murmansk Sports Center.

According to the KRDV, more than 710 residents of the Russian Arctic are implementing investment projects with a total investment of 850.5 billion rubles, and about 26.5 thousand jobs are being created.

This is the first investment project in the Murmansk region, created under a concession agreement, which has received the status of a resident.
