The Federation Council supported the initiatives of the Murmansk region to develop the fishing industry

First Deputy Chairman of the Federation Council Andrey Yatskin held an expanded meeting on topical issues in the field of fisheries. The key task is to analyze the situation of the fishing industry in order to develop effective measures to support it. Elena Diaghileva, a representative of the Murmansk Region in the Chamber of Regions, participated in the dialogue with Ilya Shestakov, head of the Federal Agency for Fisheries. 

"Ensuring the sustainability of the industry directly depends on creating predictable conditions for investors and making systemic decisions for the further development of coastal regions. Despite the pressure, the industry is operating steadily. But, of course, we need a more fine–tuning of regulation, which is impossible without the participation of the regions," the senator stressed.

Elena Diaghileva cited the Murmansk Region as an example, noting that most of the topics raised on behalf of Federation Council Speaker Valentina Matvienko were discussed in detail with the fishing community at a recent meeting of the Territorial Fisheries Council, which was held by Governor Andrey Chibis. According to the senator, the support of the Chamber of Regions and the federal government will allow the Arctic to continue to maintain the sustainability of the industry. 

"As part of the investment quota program, polar companies are building modern fishing vessels at domestic shipyards, including powerful processor trawlers, and new crab boats have been commissioned. The issues put up for discussion in the Federation Council are not abstract risks, but the current agenda of the Murmansk region, which is under the personal control of the head of the region," the senator explained.

During the meeting, senators and experts considered the issue of reissuing loan commitments made under investment quotas for a period of 20 years. According to the representative of the Arctic in the Senate, the extension of the deadline is a measure that will allow to restructure loans and save investments, taking into account the increased payback period. The agenda also included the topic of export duties and the need to shorten the period for adjusting production volumes from 139 to 55 working days. The measure, according to Elena Diaghileva, will speed up fishing and reduce fleet downtime without harming the environment.
Following the meeting, a decision will be worked out, including for a possible appeal to the Government of the country.
