Governor of the Murmansk Region Andrei Chibis and Chairman of the Board of Directors of the Eco Shipping Group of Companies, Pavel Andreev, signed an agreement of intent to implement an investment project.
The project involves the construction of three dry cargo vessels of the ARC7 ice class, designed for year‑round navigation along the Northern Sea Route and for delivering cargo to hard‑to‑reach port facilities in the Arctic waters.
The project is planned to be implemented in the Murmansk Region through the mechanism of obtaining resident status in the Arctic Zone of the Russian Federation. The implementation period is from September 2026 to 2029.
“The investment volume under the new agreement with our strategic partner, Eco Shipping, is more than 13 billion rubles. The company will expand its fleet with three ice‑class dry cargo ships. The home port of these vessels is Murmansk, which means 63 new jobs for residents of the north and a contribution to the development of the entire maritime logistics system in the Arctic,” said Andrey Chibis. — “Murmansk is the anchor port of the Trans‑Arctic Transport Corridor and the gateway to the Northern Sea Route. We are consistently increasing the port capacity of Murmansk and creating conditions for investors who are building their future in the Arctic. Together with you, we are moving towards the goal of making the Northern Sea Route a global, international, year‑round transport artery.”
The new project is a logical continuation of the company’s long‑term activities in the Kola Arctic, where it has been implementing various logistics projects since 2017.
It should be recalled that the cooperation agreement between the government of the Murmansk Region and Eco Shipping was signed in October 2025. The Eco Shipping group of companies is one of the leaders in domestic shipping, specializing in maritime logistics along the Northern Sea Route and in the industrial construction of infrastructure facilities in Arctic regions. The group’s shipping companies have a fleet of more than 25 sea and river vessels. In recent years, the fleet has been supplemented with tugboats operating in the Murmansk port area, and a number of logistics solutions have been implemented to support the leading industrial enterprises of the Murmansk Region.
