During the meeting of the regional government, Deputy Governor of the Murmansk Region Olga Kuznetsova reported on the implementation of a number of industrial projects in the region. One of the most important is the Murmansk Region gasification project, which will help not only reduce the level of fuel oil dependence, but also give a start to many new investment projects aimed at the development and modernization of production facilities.
The Volkhov-Murmansk gas trunk pipeline project provides for the construction of a gas pipeline with a length of 843 km, 455 of which will pass through the territory of the Murmansk region. In addition to the main main gas pipeline, the project provides for the construction of 15 gas distribution stations and gas pipelines in the region, as well as two complexes for the liquefaction of natural gas.
"To date, a number of meetings have already been held with representatives of the Gazprom Group of companies. During the meetings, problematic issues related to the passage of a potential gas pipeline route were considered and a schedule for the implementation of an investment project for its construction was presented, the first jamming of the working group on gasification of the Murmansk region took place and an agreement on the implementation of the project with Gazprom was signed. At the moment, active work is underway to trace the gas pipeline. The Government of the Murmansk Region is trying to provide maximum cooperation to the Gazprom Group of companies in this matter, regular joint meetings are held, and the relevant ministries are actively helping to solve point issues on the deployment of each specific section of the main gas pipeline," said Deputy Governor Olga Kuznetsova.
Industrial enterprises of the region are implementing programs aimed at development in various fields. As part of the modernization of production, the infrastructure and equipment are being updated. In terms of the environmental direction, measures have been implemented at the enterprises to reduce emissions, reduce the burden on water resources and others.
A set of regional support measures is working for industrial enterprises. Among them is the support of investment activities of priority and strategic projects of the Murmansk region in the form of tax benefits and the possibility of obtaining land plots without bidding, a measure implemented since 2011.
In order to promote the industry of the region, the mechanism of investment tax deduction for corporate income tax has been launched. The first recipient of this support measure was the Kovdorsky Mining and Processing Plant with an investment volume exceeding 100 billion rubles.
Another of the serious instruments for supporting investment activity used in the Murmansk Region is the agreement on the protection and promotion of investments, which gives the investor the right to stabilize tax and other conditions during the implementation of an investment project. Agreements on the protection and promotion of investments have already been signed with 3 industrial organizations.
There are also two preferential regimes in the Murmansk Region. One of them is the territory of advanced socio–economic development "Capital of the Arctic". The borders of the TOP include the largest investment projects in the region and work is being carried out on an ongoing basis to expand the borders of the TOP and attract new investors.
In addition, the preferential regime of the Arctic zone of the Russian Federation operates on the territory of the Murmansk region. To date, the Murmansk region remains the leader in the number of residents of the Russian Arctic. Of the 206 residents, about 15% of the projects being implemented relate to industrial production.
