The IX educational module of the School of Investment Commissioners of the Murmansk Region has started in Murmansk, at the Regional Management Center. More than 40 representatives of municipal investment teams responsible for working with businesses took part in the training. Svetlana Panfilova, Deputy Governor and Minister of Arctic Development and Economy of the Murmansk Region, greeted the participants of the training. She noted that today the activity of investment officers is a key element of the municipal investment standard of the Ministry of Economic Development of the Russian Federation, and at the moment the municipalities of the region have put all its elements into operation by 96%, and by the end of the year this figure will be 100%.
"The investment climate in the region is improving and, of course, the activity of local investment authorities contributes to this. After all, they not only help local entrepreneurs, but also participate in the implementation of major projects. And when, working on such projects included in the strategic plan "Live in the North!", we receive feedback from major investors that no region responds so quickly to their requests, we see that the institute is working. And the purpose of the educational programs is to further enhance the competencies of municipal investment teams," Svetlana Panfilova said.
A new educational module was devoted to the topic of involving vacant land and property in investment activities. Olga Onufrienko, First Deputy Minister of Property Relations of the Murmansk Region, and Yulianna Gonchar, Deputy Director of the Investment Development Department of the Murmansk Region Development Corporation, became the experts of the educational module. Last fall, the Development Corporation conducted an analysis of vacant investment sites in all municipalities of the region. Of the more than 200 sites recommended to entrepreneurs for the implementation of their projects, 50 of the most promising locations where aerial photography was carried out were selected. Now entrepreneurs can get a real idea of the terrain and features of the landscape without leaving the place. In addition, during the event, the results of the activities of the investment officers for the current period of 2025 were summed up. According to the Murmansk Region Development Corporation, the teams of the administrations of the cities of Murmansk, Tersk and Pechenga districts, as well as Kirovsk, BUT Severomorsk and Alexandrovsk showed the greatest activity in working with entrepreneurs. Artem Kuksa, head of the Murmansk Region Development Corporation, noted that the institute of investment officers appeared almost five years ago on the initiative of Governor Andrey Vladimirovich Chibis, and today it is a significant support for investors.
"When work with investment agents was just being launched, municipalities mainly worked with existing local entrepreneurs, but now the emphasis is shifting. Investment teams have improved quite well, many have proposals for investors, there is an understanding of how to promote them together with the regional government," said the Director General of the Murmansk Region Development Corporation.
