The representative of the Murmansk Region in the Federation Council, Elena Diaghileva, authored the draft amendments to the Federal Law "On Fisheries and Conservation of Aquatic Biological Resources." The initiative is aimed at eliminating the legal gap preventing the export of fish products processed at coastal plants in coastal regions from the catches of coastal fisheries.

"According to expert data, 99% of coastal fisheries catches are processed at coastal enterprises in the regions, while at least half are exported, providing at least 15 billion rubles annually. Without changes, fishing companies are abandoning the "coastal", which threatens the loading of factories, the development of quotas and ensuring export performance," explained Elena Diaghileva.

The parliamentarian stressed that the changes to the current law are due to the real situation faced by polar fishermen. In fact, the producer is prohibited from processing fish caught in the coastal fishing regime at his coastal plant and releasing fillets from it for supply to the foreign market. According to Elena Diaghileva, the proposed amendment clarifies that coastal fisheries catches must be delivered to shore for production and sale in the territory of the Russian Federation, but does not exclude the possibility of exporting finished products. This is especially important in the context of increasing sanctions pressure and changing global market conditions. The senator stressed that the situation is in the focus of attention of the head of the Arctic Andrey Chibis.

"The problem is particularly relevant for the Murmansk Region: at a meeting of the territorial Fisheries Management Council chaired by Governor Andrey Chibis, enterprises expressed concern about judicial practice. The Association of Shipowners of the fishing fleet appealed to the head of the region with a request to support the initiative. In February, the issue was discussed at a meeting in the Federation Council, receiving support at both the regional and federal levels," emphasized the representative of the Arctic Council in the Federation Council.

Together with Elena Diaghileva, the bill was sponsored by State Duma Deputy Speaker Alexei Gordeev, deputies Nikolai Vasiliev and Vladimir Kashin. At the moment, the initiative has been submitted to the lower house of Parliament for consideration. According to the authors, the adoption of the bill will help preserve coastal fisheries, provide raw materials for coastal production and strengthen food security.
