As part of the work on the implementation of the regional investment standard in the subjects of the Russian Federation, work was launched to launch a feedback platform for investment and business entities in the regions. The Murmansk Region is among the pilot regions that will implement this mechanism in 2024.
"In order to increase the investment attractiveness of the country and regions, it is necessary to understand what issues investors are concerned about and what problems they face when implementing investment projects. To do this, in September we plan to launch a system for collecting feedback from businesses in 30 regions of the Russian Federation. Together with the Ministry of Finance, a classifier of appeals has been developed from eight categories: investor support and support, personnel, roads, construction, engineering networks, real estate, ecology and environmental management. It is planned to implement the system everywhere by the end of 2025," said Murat Kerefov, Deputy Minister of Economic Development of the Russian Federation.
This mechanism will allow representatives of the business community to work out problematic issues with municipal and regional authorities in the most effective and high-quality way. It is assumed that through the system, the response time to simple questions will be no more than 10 days, and complex consultations will take 30 days. Investment committees will be involved in processing applications — another institution of the standard that helps solve emerging business problems in a pre-trial manner.
Improving the feedback system is part of a comprehensive effort to develop a regional investment standard. It also includes the expansion of the use of lean technologies to reduce the investor's client path and the formation of investment proposals — ready-made projects for the investor.
"Considering that the Murmansk Region is actively working to attract investments and has been a leader in this area for several years in the entire Arctic zone, we could not ignore this mechanism. Creating comfortable conditions for investments and ensuring direct communication with entrepreneurs are our priorities," said Svetlana Panfilova, Minister of Arctic Development and Economy of the Murmansk Region.
