An agreement has been signed on the construction of a ship repair cluster in the Murmansk Region

On the sidelines of the International Fisheries Forum, the Government of the Murmansk Region, JSC State Transport Leasing Company (STLC) and the Federal Agency for Fisheries (Rosrybolovstvo) signed an agreement on cooperation on the formation of the corporate structure of the project company to create a modern ship repair complex in Murmansk. In the presence of Deputy Chairman of the Government of the Russian Federation Dmitry Patrushev, the document was signed by Governor Andrey Chibis, General Director of GTLK Evgeny Dietrich and head of Rosrybolovstvo Ilya Shestakov.

Earlier, in 2022, an agreement on the relevant intentions was signed by the government of the Murmansk Region and GTLK, the current document is part of an ongoing project.

"We are moving into the practical plane of creating a ship repair cluster in the capital of our region. Together with GTLK, we worked out all the nuances in detail in order to start implementing this large-scale project. Ship repair is of historical importance for the Murmansk region. The existing enterprises in this industry have competencies, but there is a problem of high deterioration, since there has not been sufficient investment since the Soviet era. And together with our partners, Rosrybolovstvo and the Russian Government, we are working on the development of ship repair and, in addition, on the emergence of the shipbuilding industry in our region," said Governor Andrey Chibis after today's ceremony.

In August of this year, STLC signed a corporate agreement with the Murmansk Sea Fishing Port and the Regional Development Corporation to create a cluster-type ship repair complex in the Murmansk region. The project provides for the construction of a floating repair dock, the equipment of open and closed slipways. The company will be able to service small, medium and large vessels.

"For the stable operation of the fisheries complex, it is necessary to modernize the port infrastructure, which, first of all, provides operational services for the civil and commercial fleet. As part of this task, a cluster-type ship repair complex is being created in the Murmansk Region. Due to the cooperation of organizations and the involvement of small and medium–sized businesses, a modern ship repair enterprise will be built that will be able to provide high-quality, competitive services," said Ilya Shestakov, head of Rosrybolovstvo.

Evgeny Dietrich, General Director of STLC, noted that in recent years, half of the work on the repair of ships in the Murmansk region was carried out in Europe, some in Turkey and Asian countries. The new facility will cover not only existing needs, but also future ones. The company aims to provide shipowners with ship repair and maintenance services as soon as possible: the design should be completed by the end of 2025, after which it is planned to build the complex and put it into operation in stages.

"The new ship repair complex in Murmansk is designed to solve the problem of shortage of ship repair facilities and ensure the safe operation of the fleet of the Arctic zone of Russia. Thanks to him, tens of billions of rubles will remain in the country's economy. The cluster format of the project will allow to involve manufacturers of marine equipment and components in cooperation. The new complex will also become a base for the development of R&D and specialized education, which will allow you to develop your own competencies in this area and achieve technological sovereignty in the industry," commented Evgeny Dietrich.

The design capacity of the complex will allow providing dock and surface repairs to up to 90 vessels of the merchant and fishing fleet per year. The total investment in the project is estimated at more than 20 billion rubles.
