An aquathermal complex will be built on the shore of the Kola Bay in Murmansk under a concession agreement

On May 8, 2024, the government of the Murmansk Region signed a concession agreement on the creation of an Arctic aquathermal sports and recreation complex, which will be built in the area of Podgornaya Street in Murmansk.

The investment project for the creation of the regional health and recreation center "Arctic Aquathermal Sports and recreation Complex" will be implemented on the principles of public-private partnership, part of the funds for the construction of the complex will be directed by the government at the expense of an infrastructure budget loan. The total investment in the project will amount to about 3 billion rubles.  

The concession agreement on the construction of the Arctic aquathermal sports and recreation complex in Murmansk was signed by Alexander Eliseev, Chairman of the Murmansk Region Tourism Committee, Alexey Grachikov, Minister of Construction of the Murmansk Region, and Alexander Kobytev, Minister of Energy and Housing of the Murmansk Region, on the part of the regional government, and Sergey Gunba, General Director of Murmansk Urban Resort LLC, on the part of the Group of CompaniesThe Foundation", acting as an investor in this project.  

The multifunctional complex under the management of the federal network "Termoland" will be a year-round resort for recreation and recreation of Northerners, as well as guests of the Arctic. It is planned that 1,700 people will be able to stay in the complex at the same time.  

"The project involves the creation of an urban resort and a sports and wellness center with a total area of about 15 thousand square meters with an aquapark, thermal baths, a swimming pool, a fitness room, a spa, cafes and restaurants under one roof. A special feature of this complex will be the presence of a year—round outdoor aquathermal zone with heated pools, a summer cafe and an event venue," said Sergey Gunba, General Director of Murmansk Urban Resort LLC. 
  
The project of the autocathermal complex was developed by specialists of the Murmansk Region Development Corporation and was presented to potential investors at the Russian PPP Week 2022 in Moscow in September 2022. The result was the involvement of Osnova Group of Companies in the region, which is developing a network of urban resorts "Termoland" throughout the country. The Murmansk complex will be the first water park built by the company beyond the Arctic Circle. According to the terms of the agreement, a special project company "Urban Resort Murmansk" was created for the implementation of the project in the Murmansk region.  The construction of the facility will begin after the development of design estimates and passing state expertise.  

"The project of the aquathermal complex was developed on behalf of the head of the region Andrey Vladimirovich Chibis as part of the plan "To live in the North" and received all the necessary support from the government team. In the future, the investor will be able to become a resident of the Arctic zone and receive affordable preferences. In addition, the Government provides additional support, including direct financing. So, thanks to the good economics of the project, we managed to attract a federal infrastructure budget loan for construction and technological connection to utility networks. The amount of support is 570 million rubles," said Svetlana Panfilova, Minister of Arctic Development and Economy of the Murmansk Region.  

It is planned that the Arctic aquathermal sports and recreation complex will become the first infrastructure facility within the framework of the integrated development of the territory on Podgornaya Street in Murmansk. In the next stages, it is planned to build new facilities for comfortable pastime of northerners and guests of the city.
