As part of additional support in 2023, agricultural producers are provided with 710.8 million rubles

In order to support the enterprises of agro-industrial and fisheries complexes, a significant number of state support measures are provided from the regional and federal budgets within the framework of the state program of the Murmansk region "Fish and Agriculture".

The existing measures to support the enterprises of agro-industrial and fisheries complexes are reviewed and increased annually. This was announced today at an operational meeting by the Minister of Natural Resources, Ecology and Fisheries of the Murmansk region, Zinaida Sereda. 

Since March 1, 2022, the rates for cow's milk have been increased as part of the provision of subsidies for livestock products to 18,000 rubles for legal entities and up to 20,000 rubles for individual entrepreneurs. In addition, the coefficient for legal entities – processors of their own products has been increased, in connection with which the rate for milk from these enterprises amounted to 37,800 rubles per ton of manufactured, processed and sold products. In 2022, this measure was adopted in order to reduce the financial burden on milk producers under sanctions.

In total, 223.6 million rubles were provided to agricultural producers in 2022 as part of additional support under sanctions.

 

"The subsidization of part of the costs for the purchase of agricultural machinery and equipment has been increased in terms of increasing the percentage of reimbursement of costs incurred and the maximum amount of compensation. In total, more than 21 million rubles were allocated to the recipients for the purchase of machinery and equipment, at the expense of which the farms were compensated for the purchase of 24 units of machinery and equipment," Zinaida Sereda noted.

In addition, for the first time, support was provided to reindeer herding farms to update the material and technical base of reindeer husbandry. In total, 12 million rubles were sent to the recipients, at the expense of which the farms were compensated for the purchase of 16 snowmobiles of domestic production, 5 chainsaws, 5 diesel generators and a diesel power plant.

In 2022, two new directions of state support measures were introduced. One of them is a subsidy for the financial support of the costs of updating, restoring and modernizing fixed assets to the state regional unitary agricultural enterprise (breeding reproducer) "Tuloma". The provided funds in the amount of 191.9 million rubles were allocated for the purchase of 78 pieces of equipment, including equipment for the reconstruction of the manure removal system and a complex for blowing and bottling dairy products in PET bottles.  Another direction is a subsidy for the financial support of the costs of purchasing equipment for animal husbandry. The provided funds in the amount of 12 million rubles were allocated for the purchase and installation of equipment for processing food waste for the preparation of animal feed. In 2023, all the support areas operating in 2022 will be preserved.

In 2022, novice farmers received 2 grants from Agrostartap for a total of 8 million rubles for the development of potato growing (Kola district) for the implementation of a project for the production and processing of milk in the village of Umba of the Tersk district. As part of the implementation of measures for the integrated development of rural areas, a social payment of 1.5 million rubles was provided for the purchase of housing on the secondary market in the village of Tuloma.

For the 2023 fiscal year and the planning period of 2024 and 2025, within the framework of the federal project "Modern Appearance of Rural Territories" from the Murmansk region, a project on capital repairs of social and engineering infrastructure facilities to ensure the integrated development of rural territories of the region was recognized as selected for subsidizing in the period 2023-2024: "Integrated development of the city of Kovdor and the settlement of Kovdor rural agglomerations of the Murmansk region" with the volume of financing from all sources of 291 million rubles.

In 2022, ANO "Murmancongress" organized and held 85 fairs, including 36 mobile ones, at which more than 300 tons of fish products were sold.

The fishery complex recorded a record volume of commercial cultivation of aquaculture facilities – 85.1 thousand tons, which is 13.5 thousand tons more than in 2021, a number of investment projects are being implemented.
